About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is seeking information regarding a Modernized Enterprise Electronic Freedom of Information Act (eFOIA) Software-as-a-Service solution to streamline FOIA and Privacy Act request processing across the department. This Request for Information (RFI)/Sources Sought notice invites qualified vendors to submit capability statements not exceeding 10 pages demonstrating their ability to deliver a Commercial Off-the-Shelf (COTS) eFOIA platform. Key requirements include FedRAMP Moderate authorization and FISMA compliance, support for approximately 900 concurrent active users, a minimum of 15 terabytes of active storage capacity for FOIA records, automated document review and redaction capabilities, a public-facing portal with multifactor authentication, and 24/7/365 help desk support with defined Service Level Agreements. Submissions must include organization capability overview, CAGE/UEI number and socioeconomic data, FedRAMP and ATO status, rough order of magnitude pricing for major components, and assessment of the draft Performance Work Statement adequacy. Questions must be submitted by March 3, 2026, and capability statements are due by March 17, 2026 at 3:00 p.m. Eastern Time.
This solicitation carries no set-aside designation, and no incumbent contractor information is provided in the available documentation. The contract timeline includes a 12-month base period with four optional 12-month extension periods, with full operational go-live required within 90 calendar days of award and initial delivery within 30 calendar days. The VA has indicated a preference for Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) contractors, subject to the 50% subcontracting limitation referenced in VAAR 852.219-73. No specific award value or budget range is disclosed in this pre-solicitation phase, as the RFI is for planning and acquisition strategy development purposes only with no obligation on the government to procure. All contractor personnel will require background investigations at the Tier 2/Moderate Risk level, and the solution must maintain comprehensive search and analytics functions while complying with Section 508 accessibility standards and extensive VA security and privacy requirements.
