About this opportunity

The Department of Veterans Affairs Technology Acquisition Center seeks renewal of Medicom Imagex with Assistant Edition software subscriptions and associated support services, maintenance, and training for Veterans Integrated Service Network 2, with quotes due June 29, 2026 at 2:00 PM Eastern Time. This is a sole-source procurement under a Justification for Other Than Full and Open Competition (41 U.S.C. 3304(a)(1), FAR 6.103-1); the VA determined that Medicom is the only responsible source capable of meeting unique technical requirements for fully federated health information exchange across the existing network of 91 VA Health Care Systems and VA Medical Centers in 46 states.

The requirement covers six VA Medical Centers (Albany Stratton, Bath, Bronx, Canandaigua, Northport, and Syracuse) and four VA Healthcare Systems (Hudson Valley, New Jersey, New York Harbor, and Western New York). The VA requires a system capable of saving diagnostic images to existing VA systems, authenticating and validating bidirectional DICOM image exchanges, and securely sharing radiology reports and images with commercial healthcare facilities with encrypted peer-to-peer federated communication. The procurement specifies 10 software subscriptions per site.

The contract will be firm fixed-price with a 12-month base period (July 1, 2026 through June 30, 2027) and two optional 12-month extension periods. The total estimated award value is $47 million. Market research conducted January through March 2026 evaluated Intelerad, Nuance PowerShare, Ambra Health, InterSystems HealthShare, Life Image, and Change Healthcare; none met full requirements. The VA estimates transition to an alternative vendor would require validation of 443 unique connections across VISN 2 installations, requiring over four years and exceeding $5 million in costs. Quotes must be submitted on an all-or-none basis with complete compliance to all stated requirements via email to Contract Specialist Michelle Policari at Michelle.Policari@va.gov.
