About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 12 (VISN 12), through the VA Great Lakes Acquisition Center (GLAC), has published a Special Notice announcing its intent to award a sole source contract to Carahsoft Technology Corporation. The procurement is being pursued under Statutory Authority 41 U.S.C. 1901 and is categorized under IT and Telecom Business Application/Application Development Software as a Service (PSC DA10). The contract will involve system integration services for healthcare information technology infrastructure. This Special Notice was posted on November 19, 2025, and serves as an advanced notification of the government's procurement intentions rather than an active solicitation for competitive bids.

The objective of this procurement is to execute system integration of all Powerscribe360 instances across VISN 12 VA Medical Centers with Oracle Health EMR, a one-time service that will be performed by Nuance Communications through Carahsoft Technology Corporation. Interested parties were required to submit capability statements by November 24, 2025, at 8:00 AM Central Standard Time, with a final response deadline of November 25, 2025, at 10:00 AM CST. Carahsoft Technology Corporation qualifies as the sole Government Healthcare Distributor for Nuance Communications, and the notice emphasizes that Nuance PowerScribe hardware and software are proprietary, with only Nuance-certified personnel authorized to execute the integration services. While the government has indicated its intent to sole source this contract, the contracting officer retains discretion regarding whether to compete the procurement. Firms seeking to respond should contact Contract Specialist Romell Parrott via email, though responses are not considered binding offers and responders bear all associated costs.
