About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 15, specifically the Consolidated Mail-Out Pharmacy (CMOP) national office, has issued a Special Notice of Intent to Award a Sole Source Procurement for an environmental monitoring system. The solicitation, numbered 36C77026Q0059, announces the VA's intention to award a firm fixed-price contract to Monnit Corp for the iMonnit Cloud environmental monitoring system. This is a sole source procurement, meaning the government intends to negotiate with only one source under the authority of FAR 13.501(a) and VAAR 819.7007. The justification for this sole source approach is that Monnit is the only company capable of providing services compatible with the VA's existing Monnit equipment, and replacing this equipment would be cost-prohibitive. The contracting office is located in Leavenworth, Kansas, with Diana Olson serving as the primary point of contact.
The procurement objective is to deploy iMonnit Premiere Cloud across CMOP facilities, including activation of cloud tenancy and shipment of Monnit cellular gateways compatible with existing sensors already in use. CMOP staff will be responsible for self-installing and configuring the gateways, while Monnit will provide necessary subscriptions and limited OEM support to enable enterprise-level cloud monitoring capabilities. As this is a Special Notice of Intent to Award rather than a competitive solicitation, the opportunity is not open for bids from other contractors; this announcement serves to notify the contracting community of the government's sole source award decision. The notice was posted on January 6, 2026, and will be archived 60 days after the response date. No set-aside provisions were applied to this procurement, and the product service code classification is DA10 (IT and Telecom - Business Application/Application Development Software as a Service) with NAICS code 334512.

SPECIAL NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT.
THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD.
This Notice is to announce that the Department of Veteran Affairs, Consolidated Mail-Out Phamacy (CMOP) national office is proposing a firm fixed price contract with Monnit Corp on a sole source basis for iMonnit Cloud environmental monitoring system. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a) and VAAR 819.7007. The reason justifying this sole source procurement is that Monnit is the only company who can provide services compatible with the existing Monnit equipment, which would be cost prohibitive to replace.
Background:
This procurement is for CMOP-wide deployment of iMonnit Premiere Cloud, activation of cloud tenancy, and shipment of Monnit cellular gateways compatible with existing sensors. Gateways will be self-installed and configured by CMOP staff. Monnit will provide necessary subscriptions and limited OEM support to enable enterprise-level cloud monitoring.
