About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is conducting market research through a Request for Information (RFI) for Brand Name or Equal Fusion Risk Management Software Licenses and Maintenance (TAC Number VA-26-00028791). This pre-solicitation notice seeks a Commercial-off-the-Shelf (COTS) Software-as-a-Service (SaaS) solution to replace the VA's existing Business Continuity Planning system. Key requirements include Federal Risk and Authorization Management Program (FedRAMP) authorization at Moderate FISMA impact level by June 1, 2026; VA Technical Reference Model compliance; VA Critical Security Controls implementation; Section 508 accessibility standards (WCAG 2.0 Level A and AA); and Trusted Internet Connection (TIC) 3.0 compliance. The RFI is for planning and market research purposes only, with no obligation for the Government to award a contract, and responses will not be paid. Vendors must submit responses by February 6, 2026, at 1:00 PM Eastern Time, with questions due by February 4, 2026, at 10:00 AM EST, and must include company information, proof of intent and ability to meet requirements, personnel and financial resources availability, and FedRAMP or Authority to Operate (ATO) status.

This procurement carries no set-aside designation and does not identify any incumbent contractors. The contract will support an initial user base of 100 concurrent users (8 Program User Licenses and 100 Business User Licenses) with scalability to 400 users, and includes optional expansion to 300 additional Business User Licenses in later periods. The base period is 12 months following award, with four optional 12-month renewal periods. Deliverables include the software platform, database, cloud hosting, data migration from on-premise Microsoft SQL database, implementation support, training (including one live online session for program users and on-demand training for business users), and ongoing maintenance with specified incident response times based on severity levels. While no specific budget amount is disclosed in this RFI, the scope and complexity of the solution, multi-year contract structure, and extensive security and compliance requirements indicate a significant procurement value.
