About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration Veterans Integrated Service Network 23 has issued a Special Notice announcing its intent to award a sole-source, firm-fixed price contract to VoiceBrook, Inc. for VoiceOver Pro maintenance services in Minneapolis. The contract will be awarded under Federal Acquisition Regulation (FAR) 13.106-1(b), which allows for procurement from the only responsible source that can satisfy agency requirements. The opportunity is classified under NAICS code 513210 (Software Publishers) and PSC code DA01, focusing on IT and telecom business application support services. The VA has determined that VoiceBrook, Inc. is the sole authorized provider of the required equipment and software, with no other third-party vendors permitted to install the specified technology.
The primary purpose of this Special Notice is to provide transparency about the intended sole-source contract award while maintaining an opportunity for alternative vendors to demonstrate comparable capabilities. Interested contractors have ten calendar days from the notice's publication to submit capability statements or proposals to Robert.bennett8@va.gov, which will be reviewed to determine whether the procurement should be conducted competitively. While the government retains full discretion in making this determination, vendors are encouraged to provide documentation demonstrating their ability to meet the VA's specific requirements. The response deadline is March 14, 2025, and the contract will be a firm-fixed price arrangement. Potential contractors should carefully review the proprietary nature of the equipment and understand that the VA has preliminarily identified VoiceBrook, Inc. as the only vendor capable of satisfying their technical needs.
