About this opportunity
The Department of Veterans Affairs Technology Acquisition Center intends to procure enterprise artificial intelligence solutions through a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside via the NASA SEWP contract vehicle, with an RFI response deadline of June 9, 2026, at 1:00 PM Eastern Time.
VA seeks user-facing AI tools and direct programmatic API services from U.S.-based frontier AI labs to support approximately 540,000 VA employees across three user personas: knowledge workers (clinical staff), operators (administrative personnel), and engineers/technical staff. Required capabilities include interactive natural language assistants, secure connectivity to VA data sources (Microsoft 365 Government Community Cloud, AWS/Azure databases, and Veteran health data), code development assistance, agentic desktop automation, multimodal analysis of images and documents, and enterprise administration with role-based access control and single sign-on. VA prioritizes direct contractual relationships with frontier AI labs meeting specific criteria: proprietary large language model development, state-of-the-art benchmark performance, direct control over research and deployment, enterprise-grade applications, documented commercial programmatic offerings with Service Level Agreements, and published AI safety research.
Responses must demonstrate compliance with VA Directive 6500 and federal regulations protecting PHI and PII, and must address commercial product status under FAR 2.101 without government-unique customization. VA strongly prefers exclusively usage-based pricing with pooled, volume-based rates, Most Favored Customer pricing with mandatory quarterly benchmarking, and automatic downward price adjustments reflecting market trends. Respondents must provide demand forecasts and usage benchmarks from comparable organizations, describe enablement services including forward-deployed engineers and AI literacy training, and confirm interoperability with AWS and Azure with capability to extend to Google Cloud and Oracle Cloud upon request. Responses are limited to 20 pages and submitted via email to Amber Davis (Amber.Quivers-Davis@va.gov) and Joe Jones (Joseph.Jones6@va.gov), referencing RFI number 36C10B26Q0485. No incumbent contractor has been named.
