About this opportunity

The Department of Veterans Affairs Technology Acquisition Center intends to solicit a new task order for Supply Chain Management DevSecOps and Integration (SCMDSO) services supporting the Healthcare Environment and Logistics Management (HELM) Product Line, with formal solicitation release expected to follow General Services Acquisition Regulation Subpart 538.7103-3(a)(2) and open to large businesses only. The solicitation will not carry a set-aside. An RFI with response deadline of May 11, 2026 at noon Eastern is currently open to support market research and strategy finalization.

The work encompasses development, enhancement, and sustainment of approximately 63 disparate legacy systems across 174 VA sites, modernizing supply chain, logistics, expendables inventory, assets, prosthetics, environmental compliance, and occupational health functions. Systems include Maximo Application Suite (150,000 users across 38 sites), 4-Sight II, Clinical Product Tool, Defense Medical Logistics Standard Support/Logicole, eSHORE, National Contingency Response Tool, VistA modules (IFCAP, AEMS, MERS, EQUIP, ROES), Real Time Location System, and automated point-of-use inventory platforms. The contractor must deliver comprehensive Software Development Lifecycle services, Operations & Maintenance, full DevSecOps practices, Agile/SAFe methodologies, cloud migration to VA Enterprise Cloud, security compliance including VA Handbook 6500 and NIST standards, and CI/CD capabilities supporting at least 15 concurrent products.

The base period covers 12 months with four 12-month option periods (maximum 60 months total). Hybrid pricing combines Firm-Fixed Price base with Time and Materials optional tasks and cost-reimbursable travel (approximately 12 trips annually, 2 personnel per trip, 8 days average, locations including Washington D.C., Austin, Denver, and Florida). Government will furnish approximately 75 standard and 150 performance laptops, VAEC cloud capacity, and development tools. Vendors must demonstrate capability in enterprise-wide system integration, AI/ML application, integration with VA enterprise platforms including VALIP (InterSystems IRIS, Databricks, Red Hat OpenShift), and tiered training delivery for large user bases. Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) vendors must confirm compliance with VAAR 852.219-10 regarding 50-percent cost-of-performance requirements; set-aside decisions may be made based on RFI responses. RFI responses should not exceed 12 pages and must include company information, NAICS codes, UEI, socioeconomic status, and specific capability examples addressing all required areas.
