About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is conducting market research through a Request for Information (RFI) for the Summit Data Platform Analytics Solution, a cloud-based enterprise data and analytics platform modernization initiative. The VA seeks to understand market capabilities for evolving the Summit platform across six key objectives: streamlining customer onboarding and intake processes, executing Corporate Data Warehouse migration with data architecture modernization, enhancing governance and security compliance, enabling data science and artificial intelligence capabilities, improving customer experience through enhanced support and documentation, and delivering structured training and change management programs. Respondents must address their technical approach including architectural components and FedRAMP cybersecurity compliance, staffing approach with relevant federal experience and certifications, artificial intelligence and automation opportunities, implementation timelines, rough order of magnitude cost estimates with licensing details, and unique differentiators. This RFI does not constitute a binding commitment to award a contract, issue a Request for Proposal, or reimburse submission costs; rather, it is intended solely for market research and acquisition strategy development. The initial response deadline of March 18, 2026 at 10:00 AM Eastern Time has been extended to March 23, 2026 at 10:00 AM Eastern Time, with responses to be submitted electronically to Contract Specialist Angel Santos and Contracting Officer Kendra Casebolt.

This procurement includes no set-aside designations for small businesses, though small businesses and minority-owned firms are encouraged to respond and must provide staffing, financial resources, and cost information as applicable. The government has not identified any incumbent contractors in the materials provided, and no specific contract award value or budget range has been disclosed in this pre-solicitation phase. The work is expected to be performed over a 12-month base period plus two optional 12-month extension periods, utilizing a cloud-native architecture built primarily on Microsoft Azure with supporting AWS components and leveraging an Agile delivery methodology with two-week sprints. All work must comply with federal privacy regulations, VA data and artificial intelligence governance requirements, and Section 508 accessibility standards, with work to be performed at contractor facilities using government-furnished equipment. Small businesses, Service Disabled Veteran Owned Small Businesses, and Veteran Owned Small Businesses should identify any relevant GSA Schedules or NASA SEWP V contracts held to strengthen their responses.
