About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is seeking to procure services for the Veteran Experience Services Eligibility and Enrollment (VESEE) 2.0 project, which involves modernizing and consolidating multiple existing veteran enrollment systems into a unified VHA Enrollment System. The primary objective is to enhance veteran access to healthcare and benefits through improved digital services, requiring development of a microservices-based architecture using modern technologies including Java 17+, Spring Boot, and React/Next.js frameworks. The contractor will be responsible for system modernization, data migration, user interface enhancement, performance optimization, and comprehensive DevSecOps support while maintaining existing systems during the transition period. The procurement will be conducted through the GSA eBUY website under GSA MAS Category 54151S, with the RFP to be provided to contract holders deemed capable based on market research responses. The award is anticipated for November 2025, with responses to the original RFI having been due May 28, 2025, though no response is required for this pre-solicitation notice.

This procurement is designated as a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with the requirement that no more than 50% of contract funds be paid to non-SDVOSB firms. The contract structure includes a 12-month base period with four 12-month option periods, creating a potential five-year engagement for the selected contractor. The scope requires an estimated 150 Full Time Employees (FTEs) to support the digital modernization effort, indicating a substantial workforce requirement for this initiative. The procurement falls under NAICS code 541512 (Computer Systems Design Services) and PSC code DA01 (IT and Telecom - Business Application/Application Development Support Services), reflecting the technical nature of the system development and support services required. While specific contract values are not disclosed in the available documentation, the scale of the project involving 150 FTEs over multiple years suggests a significant investment in VA's digital transformation efforts.
