About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is preparing to solicit software maintenance and support for its deployed Network-based Encryption Key Recovery Storage System (NBEKRSS) and has issued a Request for Information due March 23, 2026, to conduct market research on potential providers and competing solutions. As of July 15, 2026, the VA has amended its acquisition strategy to issue a set-aside Request for Quotation exclusively to Service-Disabled Veteran Owned Small Businesses (SDVOSBs) under the NASA SEWP V Government-Wide Acquisition Contract on a brand name basis.

The requirement encompasses a 12-month base period with four optional 12-month renewal periods. The solution must operate on-premises within VA facilities and support 3.5 million or more encryption keys with 95% successful decryption capability and 50,000 email items per hour throughput. Technical and security requirements include FIPS 140-2/140-3 validated cryptographic modules, Luna T5000 Hardware Security Module integration, full compatibility with Treasury Shared Service Provider PKI authorities (VACA1 and VACA2), IPv6-only support, Zero Trust security controls, role-based access controls with immutable audit logging, and comprehensive Authority to Operate support including Risk Management Framework documentation mapping to NIST SP 800-53 controls. The contractor must provide 24/7/365 U.S.-based technical support from CONUS personnel, ensure patch deployment within 30 days for standard vulnerabilities or seven business days for critical vulnerabilities, and deliver software bills of materials and Section 508 accessibility compliance.

The projected NAICS code is 541519 (Other Professional, Scientific, and Technical Services) with a $34 million size standard. Contracting Officer Michael Weckesser can be reached at Michael.Weckesser@va.gov.
