About this opportunity

The Department of Veterans Affairs Technology Acquisition Center seeks data engineering, management support, and quality assurance recommendations for the SSG Fox Suicide Prevention Grant Program Data Collection Tool, with proposals due August 12, 2026, at 3:00 PM EST. This is a small business set-aside (100%).

The estimated contract value is $34 million. The contract includes a 12-month base period plus two optional 12-month periods, firm-fixed-price structure. Place of performance is primarily contractor facilities, with required travel to VA sites including two in-person conferences annually (estimated two trips of 3–5 days each with two contractor staff per trip); all travel costs are included in firm-fixed-price line items and are not directly reimbursed.

The contractor assumes responsibility for operating the Data Collection Tool, a configured VA Behavioral Health Lab Touch platform deployed in VA Enterprise Cloud, collecting de-identified Veteran mental health and suicide risk data from grant program grantees. Transition from the incumbent (MITRE) spans approximately six months from award. Key deliverables include monthly project management plans and progress reports, grant manager review processes, suicide prevention plans, data analysis and compiled briefings, and DCT documentation of new requirements.

Required capabilities include COTS product configuration expertise, cloud engineering experience in federal environments (specifically VA Enterprise Cloud), DevOps implementation, system monitoring and troubleshooting, federal data security and privacy compliance including Authority to Operate (ATO) maintenance, and technical documentation development. Critical compliance requirements include VA Technical Reference Model implementation, zero-trust security controls, FICAM/PIV authentication standards, IPv6 support, Trusted Internet Connection protocols, HIPAA security standards, Section 508 accessibility, and trustworthy AI principles where applicable. Contractor staff must hold VA PIV credentials (low-risk classification, provided at no cost by VA) and complete required HIPAA and privacy training. The NAICS code is 541519, Other Computer Related Services; PSC is DA01. Questions must reference the Q&A Excel attachment (RFP QAs - 36C10B26Q0632_final); no additional questions are accepted under this extension.
