About this opportunity
Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego intends to solicit a Firm-Fixed-Price contract for one-day cybersecurity training delivery to approximately 45 federal contracting professionals, with capability statements due May 22, 2026 at 12:00 Pacific Time.
The Government reserves the right to apply a small business set-aside under 8(a), HUBZone, SDVOSB, WOSB/EDWOSB, or socioeconomic programs. NAICS code 611430 (Professional and Management Development Training) applies, with a $15 million small business size standard; PSC is U012.
Training will be delivered virtually or in-person at Naval Station San Diego, California, on mutually agreed-upon dates during June or July. The non-technical, one-day course targets Contract Specialists and Contracting Officers and must cover cybersecurity fundamentals and terminology, federal laws and regulations with emphasis on DFARS 252.204-7012 and Controlled Unclassified Information protection, cybersecurity standards and frameworks (NIST SP 800-171 and CMMC), and best practices for incorporating cybersecurity requirements into solicitations and contract evaluation.
The contractor must provide an instructor with demonstrated expertise in both federal contracting and cybersecurity, experience teaching adult learners, and familiarity with the Department of the Navy acquisition environment. Course delivery must include interactive elements such as case studies, facilitated discussions, and exercises designed for non-IT professionals in a federal contracting context. The contractor must submit course presentation slides at least five business days prior to training and provide an attendee roster within two business days after course completion.
Capability statements must not exceed five pages and include corporate description (firm name, size status, NAICS registration, ownership, small business certifications, CAGE Code, UEI, and affiliate information) and one to three relevant project citations demonstrating dual expertise in federal contracting and cybersecurity training delivery with DoD/DoN case studies. Submit responses to paul.j.vonfranzkeiv.civ@us.navy.mil and gillian.b.david.civ@us.navy.mil. Questions close May 21, 2026.
