About this opportunity
The U.S. Army Corps of Engineers Humphreys Engineer Center Support Activity seeks software development and maintenance services for the Corps Water Management System Database Authorization system, with proposals due September 3 at 4:30 p.m. ET and questions due August 24 at 4:30 p.m. ET. This is a Total Small Business set-aside, restricting competition to entities meeting small business size standards under NAICS 541511 at $34.0 million.
Performance is at the offeror's facility over 360 calendar days from contract award. The scope includes standing up CWMS infrastructure in the CWBI cloud environment, updating the authorization web UI using the React framework based on existing user feedback, implementing authorization checks in the CWMS-Data-API (a Java-based REST API), conducting load testing, and performing ongoing maintenance and minor modifications. Work encompasses biweekly development meetings, UI improvements supporting role and policy management within 180 days, optional implementation in development and test environments, and approximately 803 and 704 hours of maintenance across two contract line items. The contractor will work only in development and test environments, not production systems. All work must comply with OWASP security standards, DISA STIG requirements, FedRAMP controls for AWS-gov regions, NIST SP 800-137 continuous monitoring, and encryption standards for data at rest and in transit. Personnel must hold Public Trust clearance with basic DoD IT certifications. CMMC certification and NIST SP 800-171 assessment are not required. The procurement is Firm Fixed Price using Simplified Acquisition Procedures with eight contract line items. Evaluation weighs four factors: Technical Approach, Management Approach/Key Personnel/Transition Plan, and Past Performance (non-price factors combined as significantly more important than price), and Price. To receive award consideration, offerors must achieve minimum ratings of Acceptable on technical factors and Neutral Confidence or better on past performance. The government intends to award without negotiations except for clarifications. Proposals are submitted via email as separate PDF or Excel files (25 MB limit per email) in four volumes: Technical Response (30 pages), Past Performance (25 pages), Price, and Administrative Requirements (not required per Amendment 003).
