About this opportunity

Customs and Border Protection seeks integrated vegetation management services to treat approximately 1,951 miles of invasive Carrizo Cane along the Texas southern international boundary, with proposals due September 11, 2026, and questions due September 1, 2026. This is a total small business set-aside under NAICS 562910. Three amendments have been issued: Amendment One (August 27, 2026) to the base RFP; Amendment Two (September 10, 2026) addressing source selection methodology; and updated answers to questions and revised Performance Work Statement posted September 4, 2026.

Place of performance is Laredo, Texas, with work conducted across three CBP sectors—Rio Grande Valley, Laredo, and Del Rio/Big Bend South—along the Texas-Mexico border. The contract structure comprises one 12-month base year plus three optional 12-month years. Integrated vegetation management treatments include manual, mechanical, chemical, and soil stabilization methods to prevent invasive species spread and create line-of-sight opportunities for U.S. Border Patrol agents.

Key personnel stationed full-time in Laredo (Monday–Friday) must include a Senior Program Manager with ten years combined civil engineering and program management experience, a Junior Program Manager or Quality Control Manager with at least two years experience, and an Analyst with five years analytical experience requiring government background investigation clearance. All equipment and materials are contractor-furnished. Work occurs one-half hour before sunrise to one-half hour after sunset, Monday through Friday, excluding federal holidays. Quality standards require minimum 90 percent acceptable work compliance verified through sample plot inspection. The contractor must provide GPS equipment with ±10 meter accuracy, fire prevention and OSHA-compliant safety plans, and comprehensive weekly and monthly progress reports with georeferenced photographs and GIS shapefiles meeting Federal Geographic Data Committee standards.

Prevailing wage determinations apply per county (Val Verde, Webb, and Hidalgo counties). Evaluation prioritizes technical approach and capabilities (12 pages maximum), management capabilities and key personnel (8 pages maximum excluding resumes), and corporate experience (6 pages maximum, up to three examples), with price evaluated for fairness and reasonableness. Award goes to the highest technically rated responsible offeror. Firm fixed-price program management and firm fixed unit-price work order services apply. Environmental compliance requires implementation of detailed Best Management Practices addressing federally listed endangered and threatened species, pre-construction biological surveys, environmental awareness training, on-site biological monitoring, and native species restoration using materials sourced within five miles of project locations.
