About this opportunity

The Naval Research Laboratory (NRL), part of the Department of the Navy, has issued a Notice of Intent for a sole source procurement to Duke University in Durham, North Carolina. The procurement, designated as N00173-25-NOI-MR37, concerns the development of custom software for a phenomenological model that relates crack growth rate to stress intensity factors. This is classified as a pre-solicitation notice under NAICS code 541511 for Custom Computer Programming Services. The notice was posted on September 4, 2025, and is not a competitive solicitation but rather an intent to award directly to Duke University. The government has identified Duke University as the only responsible source capable of meeting the agency's specific requirements for this specialized software development project.

The primary purpose of this procurement is to develop an advanced modeling and generation framework for crack propagation datasets, focusing on implementing Bayesian calibration methods for Hartman-Schijve model parameters and creating sophisticated sampling algorithms for materials from additive manufacturing and polymer-based composites. Interested parties have until September 11, 2025, at 2:00 PM ET to submit capability statements demonstrating clear and convincing evidence that competition would be advantageous to the government. The project requires highly specialized expertise, including a Principal Investigator with a PhD in computational mechanics and a Scientist/Researcher with an MS in computational engineering. The contractor will be responsible for delivering bi-annual reports covering labor, financial status, technical analysis, and software development, with the government retaining unlimited rights to all source codes and technical data produced. This research initiative aims to expand NRL's predictive capabilities for fatigue crack growth through the development of statistical methods that can effectively handle data variability while maintaining mathematical and physical accuracy.
