About this opportunity

The U.S. Geological Survey, Wyoming-Montana Water Science Center, Helena Office, seeks design, fabrication, installation, testing, and delivery of one custom mobile laboratory camper mounted on a Government-furnished Chevrolet 4500 flatbed truck, with quotations due July 13, 2026 at 5:00 PM Pacific Daylight Time. This is a Total Small Business set-aside.

Place of performance is Helena, Montana. The mobile laboratory must provide climate-controlled transport, storage, collection, and processing space for water-quality sampling activities with interior dimensions of 96 inches wide by 80 inches high by 120 inches long (exterior) and approximately 38–44 inch over-cab extension. Required features include two screened windows, one insulated rear door with secondary screen door, two external access doors, one roof vent fan, two non-metallic sinks with external drainage, open-face shelving with 2-inch lips, 200-watt minimum roof-mounted solar panels, 200-amp-hour lithium battery bank, 2000-watt pure sine-wave inverter, interior and exterior LED lighting, propane heating system (approximately 18,000 BTU), 12-volt powered retractable awning, and various electrical outlets. The camper must withstand Montana winter and summer temperatures ranging from −30°F to +100°F with a 15-year operational lifespan and resist water and chemical exposure.

Award will be a single Firm-Fixed-Price contract. Quotations must include signed SF-18 forms, firm-fixed pricing, technical capability statement, design and construction details, fabrication and delivery schedules, and minimum three references for similar projects completed within the past five years. Quotes remain valid for 60 calendar days. Evaluation prioritizes Technical Capability (most important), Delivery Schedule, Location and Logistics, and Relevant Experience and Past Performance (equally weighted), with Price evaluated last for reasonableness and completeness.
