The mobile laboratory must meet specific technical requirements detailed in the attached Performance Based Work Statement, including overall dimensions of 96 inches wide by 80 inches high (interior) by 120 inches long (exterior), with an approximately 38-44 inch over-cab extension. The camper must include two screened windows, one insulated rear door with secondary screen door, two external access doors, one small access hatch, one roof vent fan, two non-metallic sinks draining externally, open-face shelving with 2-inch lips, 200-watt minimum roof-mounted solar panels, a 200-amp-hour lithium battery bank, 2000-watt pure sine-wave inverter, interior and exterior LED lighting, propane heating system (approximately 18,000 BTU), optional propane refrigerator/freezer, 12-volt powered retractable awning, and various electrical outlets. The camper must be constructed to withstand Montana winter and summer temperatures ranging from -30°F to +100°F with a 15-year operational lifespan and be resistant to water and chemical exposure. Quotations must include signed SF-18 forms, firm-fixed pricing identifying all equipment and materials, a technical capability statement, proposed design and construction details, fabrication and delivery schedules, minimum three references for similar projects completed within the past five years, and offeror UEI. Quotes remain valid for a minimum of 60 calendar days. Evaluation will prioritize Technical Capability (most important), followed by Delivery Schedule, Location and Logistics, and Relevant Experience and Past Performance (equally weighted), with Price evaluated last for reasonableness and completeness. PERFORMANCE BASED WORK STATEMENT

1.0 Introduction and Background

The U.S. Geological Survey (USGS), Wyoming–Montana Water Science Center, Helena office has need for construction of one vehicle mounted mobile laboratory to be used for water-quality sampling.

The Helena office of the WY-MT WSC has historically operated 3 mobile lab vehicles. One mobile lab was recently surplused after becoming mechanically unsound after 25 years of use.

The office is currently down to 2 mobile labs. One mobile lab was recently purchased with cooperator funds with use restricted only for that long-term project. The second mobile lab is aging and becoming unreliable - a 2005 F350 with a camper built in 1998. A new mobile lab is required to meet the objectives of multiple projects and will return the Helena office of the WY- MT WSC to within safe operating standards.

2.0 Scope

The purpose of the mobile laboratory is to provide personnel and equipment with an enclosed space for climate-controlled transport, storage, collection, and processing of water quality samples that may be analyzed for constituents potentially down to the parts per trillion level.

The mobile laboratory must be mounted to a USGS provided diesel flatbed 1.5 ton, 4-wheel drive, dual-wheeled Chevrolet 4500. The laboratory footprint cannot exceed 8 feet wide by 10 feet long by 7 feet tall. Construction and materials must account for extended periods of water exposure due to processing activities or accidental spills of up to 5 gallons of water.

4.0 Technical Requirements

1. General Information

a. Camper overall nominal dimensions—not including protruding lights, latches, or vents: a. 96-inches wide (exterior dimension)

b. 80-inches high (6’8”, interior dimension)

c. 120-inches long (exterior dimension – not including over cab extension)

d. Approx 38-44" over cab extension with taper for better aerodynamics.

a. The exterior of the camper will be subjected to harsh Montana winters and summers where temperatures may range from -30°F to +100°F and be subjected to all weather conditions including but not limited to large hail, high winds, heavy snow, and rains. The camper will be built to have an operable lifespan of 15 years in these conditions with proper maintenance from the USGS.

b. The interior of the camper may be subjected to stray water and chemicals. Care will be taken to provide adequate water and chemical resistance when selecting materials and when construction guidance is not explicit.

Body construction

Body will be constructed so that it can be lifted by 4 corner jacks. Manufacture should specify outside shell material as fiberglass or composite material for outside panels. Aluminum can be bid as an alternate if it is bid as whole side panels, rather than multiple sheets of corrugated panels with seems. Outside should have limited seams, especially on roof, and be made of material that will remain weatherproof without maintenance and is UV resistant.

Camper should be supplied with powered corner jack stands for removal from flatbed (if possible, price manual jacks as an alternative option).

Camper will need to be initially mounted to truck from supplier. Will need to have correct tie down attachments and electrical hookups.

Windows and Doors

1. (2) Opening glass windows with screen on passenger and driver side walls (approximately centered on counter). Approx 16-18" height x 32-44" width.

2. No window on forward or rear walls.

3. (1) Insulated cold weather door centered on rear of camper. Secondary screen door attached. Needs deadbolt lock.

4. (1) Insulated small access door on rear wall (drivers side of back door – see diagram) approx. 4-6" square (inside latch if possible) for equipment access (pump cabling).

5. (1) One external access door on drivers side of camper for external storage (Mounted near floor). Approximately 2’ height x 4-5' width. Door should be able to stay open with struts.

6. (1) One external access door on passenger side of camper with pass through to inside of camper (Mounted near floor). Approximately 2’ height (no less than 20”) x 4-5'. Door should be able to stay open with struts.

7. (1) Smaller access hatch on driver’s side rear panel (outside access). Size as space allows while trying to accommodate 16” width.

8. (1) Roof vent with high volume fan (similar to Fantastic fan). Should be able to vent both out and in.

Interior and Countertops

Interior surfaces will be of non-metallic materials and finished to facilitate ease of cleaning and to endure exposure to water, chemicals, and year-round use.

1. Counter tops should be standard plastic laminate (or equivalent) with no metal exposed (including trim). Counter tops should be slightly higher than standard (approx. 38-39" height).

2. Interior flooring of seamless, (lite color if possible), smooth, commercial-grade chemical resistant sheet linoleum or similar material. Material should be resistant to cracking during cold weather. a. Flooring material will extend 4 inches up onto the baseboard to form a waterproof “bowl” floor.

3. One non-metallic, wide, single-basin sink on the driver side counter, with non-metallic drain. Do not include a P-trap, holding reservoir, or faucet, should drain to exterior (drain should have hose thread for optional garden hose connection to divert draining water). See diagram below for placement.

Cabinetry and Shelves

1. All shelving will be open face with 2” lips. See diagram below for sizing and placement.

2. Drawer pulls should have non-metallic hardware. Drawers should have ability to keep from sliding open while traveling.

Electrical and Heating

Power requirements include a propane fridge/freezer, heater, lights, and cigarette outlets for small pump and PC charging.

1. Roof mounted solar panel(s) to charge house batteries. Should be 200W minimum and have room for future additional. Battery use will need to keep up with full days of use (with

b. Charge batteries from shore power.

c. Charge house batteries from vehicle alternator. Quick connect/disconnect for removal of camper from flatbed. Truck wiring to camper should be included in work. i. Truck to camper wiring should not be able to drain truck battery if camper battery draws down.

d. Pure sine-wave inverter capable of 2000 watts minimum.

e. Supply power to DC lights.

f. Supply power to 110V AC outlets.

g. Supply power to 12V DC outlets.

h. Provide 110v shore power hookup.

2. Interior Power Outlets a. (2) 15 Amp 110V rated GFCI protected duplex outlets, each with two USB-A ports

b. (3) Marine grade 12V outlets.

3. Exterior Hookups a. Weatherproof cigarette 12V DC outlet mounted on the exterior of the camper to the right of the rear door (passenger side), approx. 2-3' up. Outlet should be wired for a 30amp breaker fuse.

4. Interior lighting a. Ceiling mounted 12V LED lights sufficient to provide ample lighting when working at night. All lights will be controlled by an overhead switch located near the door.

b. 12V LED lighting installed along the underside of the overhead cabinetry/shelving to provide lighting for countertop area (should be on different switch from main lighting or have the ability to turn on and off from the light itself).

5. Exterior lighting a. Sufficient lighting to be able to work from both sides and the back of the truck while dark outside.

b. Lighting wired to switch inside camper. Optional (individual sides and back preferably wired to different switches).

6. Outside running marker lights on each side and rear of camper.

8. Heating a. Forced air (not radiant) Propane heater - should be sufficient size to heat camper (aprox 18,000 BTU or otherwise recommended). Should have settable wall thermostat.

i. Should include 5 gal mounted propane tank (external access).

ii. Should have additional mounting location for a 5 gallon spare.

9. Refrigeration (priced as option) a. Fridge/freezer combo (aprrox 4-5 cubic feet) capable of running off propane and 12v. Should have the ability to switch to 110v when plugged in.

Additional

10. Awning a. Single 12v powered retractable awning (8-10' width) located on passenger side of camper. Awning should not interfere with exterior lights and should operate from a switch inside of camper.

11. Do not include water, or wastewater hookups.

12. Install camper on USGS supplied flatbed. Pictures and dimensions available on request.

13. Camper will sit approximately 2’ forward of rear of truck (truck bed is 12’) with the last two feet being a sort of porch for equipment. IF POSSIBLE- steps should be provided for a 4’ height from rear of truck to ground rather than from door of camper.

DOI-AAAP-0028 V4 Electronic Invoicing and Payment Requirements - Internet Payment Platform (IPP) (February 2021)

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts.

GS0231 Technical Liaison - Technical Clarification (December 2024)

a) The performance required herein shall be subject to the technical clarification of the Technical Liaison (TL) as identified below. As used herein, "technical clarification" is defined as communication to help the contractor fully understand the requirements.

(b) The Technical Liaison is not delegated any Contracting Officer’s Representative responsibilities.

(c) The Technical Liaison may not modify the requirements in any way. All modifications must be authorized by the Contracting Officer.

(d) The contractor shall immediately notify the Contracting Officer, in writing, if they believe the Technical Liaison is directing work outside the requirements of this contract. The contractor may not be reimbursed for any work outside the requirements of this contract.

GS1131 Unilateral DE obligation of Unexpended Funds (MAY 2013)

The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 days has passed since the expiration of the performance period, the government reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.

52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021) [DEVIATION]

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government intends to make award on a best-value tradeoff basis.

The following evaluation factors shall be used to evaluate offers:

(1) Technical Capability

The Government will evaluate the offeror's demonstrated ability to provide a mobile laboratory meeting the requirements of the Performance Work Statement (PWS). Evaluation will consider the proposed design, construction materials, workmanship, electrical system, solar charging system, cabinetry, climate control systems, installation approach, and overall compliance with the technical requirements. The Government will evaluate the extent to which the proposed solution meets or exceeds the PWS requirements.

(2) Delivery Schedule

The Government will evaluate the offeror's ability to complete fabrication, installation, testing, and delivery within a timeframe that supports the Government's mission requirements. Evaluation will consider the proposed production schedule and estimated completion date. Special consideration may be given to vendors capable of completing delivery by October 2026.

(3) Location and Logistics

For evaluation purposes, the Government may consider the distance between the contractor's facility and Helena, Montana, and the associated impact on transportation costs, schedule, and Government resources required to deliver and retrieve Government-furnished property.

(4) Relevant Experience and Past Performance

The Government will evaluate the offeror's recent and relevant experience performing similar work involving the design, fabrication, installation, and delivery of mobile laboratories, specialty vehicles, truck-mounted campers, field laboratories, or comparable custom-built mobile workspaces. Offerors shall provide a minimum of three references for similar projects completed within the past five years.

(5) Price

The Government will evaluate price for reasonableness and completeness.

Technical Capability is more important than Delivery Schedule, Location and Logistics, Relevant Experience and Past Performance, and Price.

Delivery Schedule, Location and Logistics, and Relevant Experience and Past Performance are of equal importance.

When combined, all non-price factors are significantly more important than Price.

(b) Options. Not Applicable.

(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time specified in the offer shall result in a binding contract without further action by either party.

(d) The Government reserves the right to make an award without discussions.
