About this opportunity
The U.S. Army Contracting Command - New Jersey, on behalf of the 99th Readiness Division, is conducting market research through this pre-solicitation notice to identify qualified contractors for custodial services at the New Kensington Memorial United States Army Reserve Center in Pennsylvania. The scope of work includes providing comprehensive janitorial and custodial services with weekly, monthly, and annual cleaning frequencies across designated facility spaces, including halls, restrooms, offices, and assembly areas. Contractors must maintain full staffing levels by the second week of performance, ensure all personnel complete required security and awareness training within 30 days, and maintain an on-site representative during normal government working hours (8:00 AM to 4:30 PM, Monday through Friday). Quality assurance will be evaluated through monthly custodial inspection checklists requiring 98-100% performance standards depending on the specific task, with no more than one valid customer complaint per month. The sources sought notice was posted on March 13, 2026, with responses due by March 20, 2026; this is market research only and does not constitute a formal solicitation, though the government may subsequently issue an RFQ, IFB, or RFP on the Government-wide Point of Entry (GPE).
This pre-solicitation has no current set-aside designation, though the government indicates that based on market research responses, the requirement may be set aside for small businesses in full or in part, and only one contract award will be made. No incumbent contractor or current award value is identified in the pre-solicitation materials. The contract will be structured as a firm fixed-price award with a base year of 12 months and four optional 12-month renewal periods. The facility requiring custodial services encompasses approximately 5,208 square feet across two buildings: the main USARC building with 5,094 square feet of serviceable area and the VMS building with 114 square feet, featuring multiple restroom fixtures (7 commodes, 9 showers, 11 sinks, 7 urinals), water fountains, and various floor surfaces including VCT, ceramic tile, concrete, and wood requiring specialized maintenance. Services must be performed during normal government operating hours, and the contractor assumes full responsibility for supplies, equipment, personnel, supervision, and all materials necessary to maintain these facilities.
