About this opportunity

The National Institutes of Health (NIH) is seeking a small business contractor to provide work uniforms for Central Utility Plant (CUP) employees through a Blanket Purchase Agreement. The solicitation requires procurement of Bulwark iQ Series FR shirts and pants certified to Category 2 Protection standards, with specific color requirements and custom NIH logo embroidery. Contractors must provide up to 280 shirts and 280 pants annually, conduct on-site employee measurements, and attach position-specific emblems using Velcro. A Request for Information (RFI) is due by December 26, 2024, with proposal responses required by January 14, 2025, submitted to the Contracting Officer Brian Baek. Evaluation criteria will likely focus on technical compliance, pricing for the base year and four option years, and ability to meet detailed uniform specifications.

The contract is 100% set aside for small businesses under NAICS code 812331, with a $40M size standard. The performance location is the NIH Bethesda campus in Maryland, specifically supporting the 24/7 CUP facility including boiler, chilled water, and cogeneration operations. The contract term includes a base year from January 31, 2025 to January 30, 2026, with four additional one-year option periods potentially extending through January 30, 2030. Contractors must provide uniform samples, specifications, and patches within 20 business days of Notice to Proceed and offer a one-year warranty on all products. Uniform requirements are highly specific, including Light Blue, Charcoal Gray, or Navy shirt colors based on employee position, and Navy Blue pants with mandatory identification labels for laundry tracking.
