About this opportunity
The Department of the Army Materiel Command Army Contracting Command is soliciting counter-Unmanned Aircraft Systems (cUAS) equipment and accessories via a combined synopsis/solicitation (RFQ) to expand competition beyond existing BPA holders, with proposals due July 27, 2026, at 17:00 CEST and delivery required by August 15, 2026.
Place of performance is Camp Normandy, Bavaria, Germany (Bldg. 3052 MP30). A critical technical restriction mandates that all thermal vision cameras cannot include covered Chinese telecommunications equipment or components produced by Huawei, ZTE, Hytera, Hikvision, Dahua, or their affiliates and subsidiaries; offers containing such components will be rejected. All pricing must be quoted in USD and include shipping and delivery costs under FOB Destination terms.
The requirement encompasses an integrated suite of detection and jamming systems across soldier-carried and vehicle-mounted platforms. Detection equipment includes person-carried and vehicle-mounted drone detectors with tri-band passive analog capabilities (1.2 GHz, 3.3 GHz, 5.8 GHz) with 4 km detection range, plus direction-finding UAS payload for locating launch sites. Jamming systems include person-carried backpack units with 50-minute minimum battery life and vehicle-mounted modular systems supporting up to 10 frequency bands from 400 MHz through 5.8 GHz. Additional items include multispectral concealment hides, thermal vision cameras for FPV drones, and power generation and storage systems (portable power stations and tactical quiet generators ranging from 1–2 kW to 5–10 kW), with quantities ranging from 2 to 81 units by item. The PSC is 1550 and NAICS is 336411. The Government intends to award a single firm-fixed-price call order against existing BPAs or open market. Submit offers to james.a.benson61.civ@army.mil and debbie.c.frankovich.civ@army.mil.
