The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 seeks replacement of bird netting over the Atrium at the Central Texas Veterans Health Care Facility in Temple, Texas, with proposals due July 6, 2026 at 10:00 AM CDT. This is a 100 percent Service-Disabled Veteran-Owned Small Business set-aside. Amendment 0001, posted June 29, extends the original June 29 deadline and provides responses to 23 offeror questions.
Work must be completed within 15 days after coordination with the Contracting Officer's Representative. The scope includes installing heavy-duty bird netting approximately 100 feet by 100 feet as one continuous piece with acceptable products including Bird B Gone Bird Net 2000, Bird-X Premium HDPE Bird Netting, or Bird-X Heavy Duty Knotted Polyethylene; installing at least 10 new cable spans using 3/32-inch diameter straining cable with turnbuckles and cable anchors; and securing netting around a 2-inch galvanized pipe or equivalent using rust-resistant hardware. The contractor must provide a one-year performance agreement covering labor and materials in addition to the manufacturer's warranty, obtain required permits, and submit a safety plan for VA approval. All personnel must provide TB vaccination documentation and comply with OSHA and VHA requirements. The on-site supervisor must hold an OSHA 30-Hour Construction Safety Course certification; all workers must hold OSHA 10-Hour certification. Alternative TB screening methods (QFT or IGRA) are acceptable and preferred over TST skin testing.
