About this file
This document is Amendment 0001 to a Department of Veterans Affairs solicitation issued by the Network Contracting Office 17 in San Antonio, Texas.
The amendment extends the proposal submission deadline from June 29, 2026, at 10:00 AM CDT to July 6, 2026, at 10:00 AM CDT. The solicitation number is 36C25726Q0562, with a project code of 36C257. The amendment provides responses to 23 questions submitted by offerors regarding an atrium netting installation project. Key clarifications include: the Government will accept equivalent netting products meeting the specified material and performance requirements with Contracting Officer Representative (COR) approval prior to purchase; standard door opening clearance is 36X72; the ground surface outside the building is soil with brick pavers inside; no grade or incline exists around the atrium perimeter; a small staging area will be provided upon contract award; alternative TB screening methods (QFT or IGRA) are acceptable and preferred over TST skin testing; the safety plan review turnaround time is a maximum of 5 days; and the OSHA 30-Hour Construction Safety Course requirement for the on-site supervisor and OSHA 10-Hour requirement for all workers are firm, non-waivable contract requirements. The Government declines to provide precise dimensional measurements, structural inspection reports, load-rating documentation, as-built drawings, or photographs, directing contractors to rely on two site visits conducted for that purpose. The netting must be installed over straining cable anchored to posts and secured using new rust-resistant hardware, with the cable configuration required to support the new netting but otherwise at the contractor's discretion.

QUESTIONS & ANSWERS
QUESTION 1: Can the Government provide verified dimensions of the atrium, including the exact length, width, and height, rather than the approximate 100' x 100' referenced in the SOW?
ANSWER 1: At this time, the Government does not have more precise measurements available than those provided in the solicitation. The dimensions referenced in the SOW are approximate and are intended only for general planning purposes.
QUESTION 2: Can the Government confirm the height to the cable anchor points?
ANSWER 2: At this time, the Government does not have more precise measurements available than those provided in the solicitation. The dimensions referenced in the SOW are approximate and are intended only for general planning purposes.
QUESTION 3: Can the Government confirm whether the atrium ceiling height varies from the center to the edges, and if so, provide those measurements to ensure accurate netting dimensioning?
ANSWER 3: At this time, the Government does not have more precise measurements available than those provided in the solicitation. The dimensions referenced in the SOW are approximate and are intended only for general planning purposes.
QUESTION 4: Section 3 lists three approved netting products. Will the Government accept equivalent products meeting the same material and performance specifications, or must contractors select strictly from the listed products?
ANSWER 4: Yes, the Government will accept an equivalent product, provided it meets or exceeds the material and performance requirements outlined in the Statement of Work. Any proposed equivalent products will be submitted to the COR for review and approval prior to purchase to ensure full compliance with the project specifications.
QUESTION 5: Can the Government confirm the clearance height at the atrium entry points to determine whether aerial lift equipment can access the interior?
ANSWER 5: Standard door opening of 36X72.
QUESTION 6: Can the Government provide as-built drawings or a dimensioned diagram of the atrium footprint to confirm the actual coverage area?
ANSWER 6: No drawings are available for the Atrium.
QUESTION 7: The existing anchoring system was last inspected approximately three years ago.
ANSWER 7: Yes
QUESTION 8: Can the Government provide the structural inspection report or load-rating documentation to support contractor planning?
ANSWER 8: There are no inspection reports or load rating documents available.
QUESTION 9: Can the Government confirm the number, type, and spacing of existing anchor points to support accurate estimation of cabling and hardware requirements?
ANSWER 9: The Government does not plan to provide additional confirmation regarding the number, type, or spacing of existing anchor points. Two site visits were conducted specifically to allow contractors the opportunity to survey the area and collect all necessary measurements to support their estimates. Contractors should base their proposals on the observations and data gathered during those visits.
QUESTION 10: Can the Government confirm the expected review and approval turnaround time for the contractors submitted safety plan prior to work commencement?
ANSWER 10: Max 5 days.
QUESTION 11: Can the Government confirm the minimum material, diameter, and load-bearing requirements for the pipe used to secure the loose netting edge?
ANSWER 11: The Government does not intend to provide additional confirmation regarding the minimum material, diameter, or load‑bearing requirements for the pipe used to secure the loose netting edge. Two site visits were conducted to give contractors the opportunity to assess existing conditions and gather all necessary information to support accurate proposal development. Contractors should base their estimates and material selections on the observations and measurements obtained during those visits.
QUESTION 12: Can the Government confirm whether alternative TB screening methods, such as IGRA blood testing, are acceptable in lieu of TB Tines testing for contractor personnel?
ANSWER 12: Yes, QFT or IGRA is acceptable, preferred over the TST skin test.
QUESTION 13: Given that the Government will not provide a staging area, can the Government confirm whether any designated areas on or near the facility are available for contractor staging of equipment and materials?
ANSWER 13: Yes, a small area will be provided when the contract is awarded.
QUESTION 14: Can the Government confirm the type of ground surface surrounding the atrium perimeter (concrete, soil, pavers, etc.)?
ANSWER 14: Outside around the building is soil, and the inside is brick pavers.
QUESTION 15: Can the Government confirm whether any grade or incline exists around the atrium perimeter?
ANSWER 15: No grade.
QUESTION 16: Can the Government confirm the load-bearing stability of the ground surface surrounding the atrium perimeter to ensure safe support of aerial lift equipment?
ANSWER 16: Outside around the building is soil.
QUESTION 17: Can the Government provide photos of the atrium interior and surrounding perimeter, including access points, ground surface conditions, and the existing cable and anchoring system, to help offerors accurately assess site conditions?
ANSWER 17: The Government cannot provide photos of the atrium interior, surrounding perimeter, access points, ground surface conditions, or the existing cable and anchoring system, as no photos are available. Two site visits were conducted to give contractors sufficient opportunity to assess the site and gather all necessary information for proposal development.
Contractors should rely on the observations and assessments made during those visits.
QUESTION 18: Can the Government confirm whether the OSHA 30-Hour Construction Safety Course requirement for the on-site supervisor and the OSHA 10-Hour Construction Safety
Course requirement for all workers are firm, non-waivable contract conditions, given that this work typically falls under general industry standards?
ANSWER 18: The OSHA 30‑Hour Construction Safety Course requirement for the on‑site supervisor and the OSHA 10‑Hour Construction Safety Course requirement for all workers are firm contract requirements. These qualifications are not waivable. While the work may align with general industry practices, the Government has established these training standards to ensure compliance with applicable safety expectations for this project.
QUESTION 19: Regarding the ten cables, can the Government clarify whether the cables are intended only to support the netting to prevent sagging, or if the net is also intended to be clipped to the cables? If clipping is intended, can the Government confirm that all cables run in a single direction?
ANSWER 19: Install the new netting over straining cable after the cable is anchored to the posts and secure it to the cable using new rust resistant hardware
QUESTION 20: Is the Government willing to provide photos of the previous netting installation before removal?
ANSWER 20: The Government cannot provide photos of the previous installation, as no photos are available. Two site visits were conducted to allow contractors the opportunity to view the area firsthand and gather all necessary information for proposal preparation. Contractors should rely on the observations made during those visits.
QUESTION 21: Is there a predefined method or required layout for installing the ten cables, or is the configuration left to the contractor’s discretion?
ANSWER 21: No. It must support the new netting.
QUESTION 22: Can the Government provide the dimensions of the existing netting area to be replaced, including the length and width of the ceiling and any applicable side walls?
