About this opportunity
The FDA's Center for Tobacco Products seeks a firm-fixed-price purchase order for advertising data monitoring subscription and training services, with proposals due June 22, 2026 at 10:00 a.m. Eastern Time. This is a non-set-aside commercial procurement under FAR Part 12 simplified procedures.
Place of performance is Silver Spring, Maryland. The contractor must provide online access to an advertising data monitoring platform—specifically MediaRadar Magnifier or an equivalent product—that tracks tobacco industry advertising creative and estimated media spend across TV, radio, print, out-of-home, online display, online video, mobile ads, and social media. The platform must support a minimum of four concurrent users, provide historical data from 2012 onward, and deliver creative data downloads in Microsoft Excel format. All tobacco product types as defined by FDA regulations must be traceable within the platform.
The period of performance runs for one base year (July 1, 2026 through June 30, 2027) plus four optional one-year extension periods. The contractor must assign a dedicated Project Manager to provide technical support 8:00 a.m. to 5:00 p.m. Monday through Friday, Eastern Time, conduct initial training up to eight hours within 60 days of award, and provide up to five additional annual trainings. Deliverables include a kickoff meeting within five business days of award and user guides within 60 days of award.
NAICS code 518210 applies, with a $40 million small business size standard. Evaluation uses Lowest Priced Technically Acceptable methodology; award goes to the responsible offeror offering the lowest evaluated price among technically acceptable proposals. Security requirements include FIPS 140 encryption standards, incident reporting within one hour of discovery, and Section 508 accessibility compliance. No PII is involved; a Privacy Impact Assessment is not required. Amendment 1 and the Q&A document, posted June 3, extend the deadline from June 19 and permit optional Connected TV coverage pricing as a separate line item excluded from evaluation.
