About this file
This is a Solicitation Questions & Responses document for the CTP Advertising Data Monitoring Subscription and Training contract (75F40126Q00171).
The document addresses three clarifications regarding the solicitation requirements. First, vendors are permitted to propose Connected TV (CTV)/streaming advertising coverage as an optional line item with separate pricing that will be excluded from the total evaluated price, as the FDA's previous scope covered only linear TV. Second, the FDA confirms that annual billing with net 30 payment terms are acceptable, allowing vendors to offer preferred pricing consistent with the previous contract arrangement. Third, the FDA clarifies that Personally Identifiable Information (PII) is not involved in the contract; while FDA staff logins require basic identifiers (First Name, Last Name, Email Address), vendors do not capture or deliver PII as part of the service. Consequently, a Privacy Threshold Analysis (PTA) or Privacy Impact Assessment (PIA) is not required, and the RFQ Section 7.1 has been amended to reflect "No PII" involvement. These responses provide essential guidance to prospective vendors on optional scope additions, payment terms, and privacy compliance requirements for proposal development.

75F40126Q00171 – Solicitation Questions & Responses
# Question Response
1 The RFP requests data for "TV." The FDA's previous Magnifier scope included linear TV, but not Connected TV (streaming). We've captured advertising for at least one nicotine pouch brand on CTV/streaming, and I won't be surprised if other brands start airing ads there, considering how fast the streaming audience is growing. There's an additional cost of $[redacted]/year for CTV coverage. Would you like me to include CTV coverage in the pricing? Or, I can show it as an optional line item, if you're OK with me modifying the pricing worksheet a bit.
Yes, it is acceptable to propose an optional line item for the CTV/Streaming coverage; however, for evaluation purposes, this price will be analyzed separately and will be excluded from the total evaluated price.
2 The previous agreement had annual billing and net 30 payment terms, which allowed us to offer lower pricing vs standard rates. Should we assume that annual billing and net 30 payment terms will work for a new contract, if we're selected? If so, we can once again offer preferred pricing.
Yes, annual billing and net 30 payment terms are acceptable for this acquisition.
3 In section 7.1.d, there's a box checked that says PII is involved. I wanted to clarify that we do not capture or deliver any PII, other than info needed for FDA staff logins (First Name, Last Name, Email Address). It sounds like you'll need us to complete a Privacy Threshold Analysis (PTA). At what point in the process will we complete that? I ask because our turnaround times for these types of requests can take a while.
PII is not involved and a PTA/PIA is not required. Please see amended RFQ Section 7.1, which checked “No PII” and unchecked “PII.”
