About this opportunity

The National Institutes of Health, Office of the Director, seeks to award a firm-fixed-price purchase order for high-throughput proteomic screening and biostatistical analysis of approximately 258 anonymized human plasma and bone marrow plasma samples, with proposals due September 14, 2026 at 1:00 PM EDT. The procurement is limited to the Olink Explore HT platform under brand-name authority; competition is open to Olink Proteomics Inc. and all currently Olink-certified service provider laboratories.

Place of performance is the National Heart, Lung, and Blood Institute (NHLBI), Hematology Branch. Technical specifications require Proximity Extension Assay chemistry with dual-antibody recognition and Next Generation Sequencing readout, simultaneous quantification of 5,000 unique human protein biomarkers per sample, sample volume of 2 liters per assay (preferred), and validated performance on both human EDTA plasma and bone marrow plasma matrix. Data must be delivered in Normalized Protein Expression format with Certificate of Analysis. Initial data delivery is required within three months of sample receipt; final data with biostatistical analyses are due within twelve months.

Responses must include evidence of current Olink certification, unit and total firm-fixed pricing for 258 samples (including processing, QC, biostatistical analysis, sample storage, and return shipping), itemized shipping and handling costs, proposed delivery timeframe, technical approach, batch structure justification, two to three past performance references for comparable Olink Explore HT projects completed within the past three years, any Olink Concordance Test results, and UEI, TIN, and business size certification. All offerors must be actively registered in SAM.gov at submission and through award. The NAICS code is 541380, Testing Laboratories and Services, with small business size standard of $19.0 million; this requirement is unrestricted. Evaluation factors in descending order of importance are Technical Capability, Past Performance, Delivery Schedule, and Price (non-price factors approximately equal to price combined).
