About this opportunity
The Department of the Air Force, specifically the Air Force Life Cycle Management Center (AFLCMC), is seeking proposals for CSO Call 5, titled "PROJECT MARINE DUCK," to obtain a Defense Information Services Agency (DISA) accredited cloud environment for modern software development. The primary objective is to develop a state-of-the-art commercial solution supporting C++ development for up to 10,000 users across various DoD entities and contractors. Key contract requirements include hosting industry-standard DevOps tools, implementing DevSecOps practices, and ensuring compliance with USAF Zero Trust architecture and NIST/FIPS requirements. Offerors must submit comprehensive technical proposals addressing all requirements detailed in Attachment 1, demonstrating capabilities in cloud infrastructure, security, and scalability. The solicitation will be conducted as a full and open competition, with proposals due by February 3, 2025, at 0900 ET.
The contract is an unrestricted competition with no specific set-aside, using NAICS codes 518210 and 541511 with size standards of $40.0M and $34.0M respectively. AFLCMC anticipates awarding up to two contracts, either as FAR-based contracts or Other Transaction Agreements for Prototype Projects. The place of performance is Beavercreek, OH, with a phased implementation approach: Phase I supporting 10 concurrent users over two months, followed by Phase II scaling to 50 total users (40 concurrent) over an additional two months. Vendor qualifications include having at least two personnel with active Secret clearances, U.S. citizenship, and capability to provide a hybrid cloud environment with role-based permissions, two-factor authentication, and continuous support during U.S. business hours. The total contract will require comprehensive licensing, hardware, software, and engineering support, with an emphasis on utilizing existing DoD enterprise contracts like JWCC.
