About this opportunity
The United States Transportation Command (USTRANSCOM) is seeking a comprehensive modernization and enhancement solution for the Transportation Command Medical Regulating and Command & Control Evacuation System (TRAC2ES), a critical web-based aeromedical evacuation command and control application. The procurement requires progressive modernization of the existing modular architecture, development of a single mobile application supporting both iOS and Android platforms, implementation of DevSecOps practices, and establishment of 24/7/365 Tier II/III technical support with defined service level agreements. Key requirements include support for 8,000 concurrent users across global operations, deployment across multiple impact levels (IL2-IL6) in both unclassified and classified environments, cloud-agnostic architecture compatible with AWS and Azure, HIPAA compliance as a Business Associate, CMMC Level 2 self-assessment compliance, and Zero Trust Architecture with advanced identity and access management. The contractor must deliver a Minimum Viable Product within 30 days of award and achieve full transition during a 60-calendar-day transition period prior to the incumbent contract end date of July 31, 2026. This procurement includes no set-aside designations and represents a single FAR-based contract award with a performance period from June 1, 2026, through May 31, 2031 (10-month base plus four 12-month option periods). The anticipated budget range is $27 million to $37 million over the full period of performance, with firm fixed pricing required for Phase I submissions. The contractor must inherit the existing Authority to Operate expiring March 30, 2026, maintain backward compatibility with existing SOAP interfaces, and support a global user base including 2,250 administrators and analysts, 2,000 patient movement clerks, and 5,000 flight medical crews handling sensitive data including Personal Identifiable Information and Protected Health Information. The place of performance is located at South Drive, Scott Air Force Base, Illinois 62225, with government-provided access to test environments and external system interfaces in the non-production environment. Submissions must include a white paper with Rough Order of Magnitude estimates, firm fixed pricing model, Quad Chart, evidence of prior demonstration and usage capability, and a non-traditional contractor self-certification statement if applicable, formatted in Times New Roman 12-point font.
