About this opportunity

The Department of the Air Force Materiel Command Test Center at Edwards Air Force Base is conducting market intelligence research to identify qualified vendors capable of designing, fabricating, testing, and integrating a cryovacuum chamber liner. This is not a formal request for proposal, and no award is guaranteed. Vendors utilizing NAICS Code 334516 (Analytical Laboratory Instrument Manufacturing) are invited to respond to four primary technical capability areas: design experience with cryovacuum chamber liners similar to those used at the Arnold Engineering Development Complex, fabrication and integration approaches with documented milestone processes, testing and integration methodologies, and typical data deliverables including design documentation, test reports, and operational drawings. The Government will evaluate vendors' ability to meet NIST SP 800-171 and Joint Certification Program compliance requirements, their experience with Preliminary Design Reviews, Critical Design Reviews, and Readiness Reviews, and their capacity to deliver comprehensive project management and technical documentation. Vendors must submit Distribution D document requests by April 14, 2026, close of business, and complete market intelligence responses by April 28, 2026, close of business. Prior to accessing Distribution D documents, companies must provide their CAGE code for validation of NIST SP 800-171 compliance and active JCP status.

This opportunity carries no set-aside designation, and no incumbent contractors or award values have been identified in the pre-solicitation notice. Vendors are required to provide budgetary estimates for both a business process prototype and full project execution, with anticipated delivery no later than FY27Q4. The Government expects all technical data and reports produced during the project to remain under Unlimited Data Rights, and contractors must maintain Quality Control Plans per ISO 9001 standards. The project scope includes comprehensive requirements for on-site commissioning support, operator training, and detailed deliverables such as as-built diagrams, three-dimensional CAD models, schematics, test reports, and operation and maintenance manuals. The Government emphasizes maximum flexibility for vendors to innovatively manage schedule, performance, risks, warranties, and subcontracts while maintaining clear government visibility into these project management areas.

Notice text

The Government is currently in the market intelligence phase of this project, aimed at identifying qualified vendors who can meet the technical and regulatory requirements for a liner in Cryovacuum Chamber. This is not a request for proposal, and an award is not guaranteed to be made. Information received is intended to help the Government determine the final acquisition approach.

NIST SP 800-171, Distro D Information, and Joint Certification Program (JCP):
This project requires adherence to NIST SP 800-171 and JCP. To understand the technical performance parameters necessary to meet this requirement, you may request access to documents marked as Distribution D.

To request these documents, and before you can receive them, your company must undergo a NIST SP 800-171 and JCP compliance vetting process. Please provide your company's CAGE code to the Agreements Officer, who will then validate your organization's NIST SP 800-171 compliance and JCP active status.

Important: Distribution D attachments will be released only after the successful validation of your company's NIST SP 800-171 compliance and JCP active status. Failure to meet this requirement will prevent access to this critical project information.
