About this file
This is a Market Intelligence Request from the Department of the Air Force, Headquarters Air Force Test Center at Edwards Air Force Base, seeking vendor information regarding cryovacuum chamber liner capabilities.
The Government is in the market intelligence phase to identify qualified vendors capable of meeting technical and regulatory requirements for a cryovacuum chamber liner. This is not a formal Request for Proposal, and no award is guaranteed. Vendors utilizing NAICS Code 334516 (Analytical Laboratory Instrument Manufacturing) are requested to provide concise responses addressing four primary technical capability areas: (1) design experience with cryovacuum chamber liners in industrial or test environments similar to the Arnold Engineering Development Complex (AEDC), including milestone management for Preliminary Design Reviews, Critical Design Reviews, and Readiness Reviews; (2) fabrication and integration approach from design through installation and testing with documented milestone processes; (3) testing and integration methodologies to verify operational performance; and (4) typical data deliverables including design documentation, test reports, operational drawings (P&IDs, schematics), installation plans, manufacturing plans, Failure Modes and Effects Analysis, and system test plans.
Vendors must provide budgetary estimates for both a business process prototype (including project management and finalized statement of work) and full project execution with anticipated delivery no later than FY27Q4. The memorandum requires vendors to address which criteria under 10 U.S.C. 4022(d)(1)(A)-(C) regarding "Appropriate Use of Authority" their company intends to leverage. The project requires adherence to NIST SP 800-171 and Joint Certification Program compliance. Vendors must submit Distribution D document requests by April 14, 2026, close of business, and market intelligence responses by April 28, 2026, close of business. Prior to receiving Distribution D documents, companies must provide their CAGE code for validation of NIST SP 800-171 compliance and JCP active status.

FROM: AFMC/AFTC/PZIA (Arnold) 100 Kindel Drive Arnold AFB, TN 37389-1332
SUBJECT: Cryovacuum Liner – Market Intelligence Request
The Government is currently in the market intelligence phase of this project, aimed at identifying qualified vendors who can meet the technical and regulatory requirements for a liner in Cryovacuum Chamber. This is not a request for proposal, and an award is not guaranteed to be made. Information received is intended to help the Government determine the final acquisition approach. To help the Government assess your company's suitability, please provide concise responses to the following key questions:
Technical Capabilities (Top 4):
• Design Liner for Cyrovacuum Chamber: Describe your company’s experience in designing liners for cyrovacuum chambers. Specifically, address your experience with cryovaccum chambers, liners in an industrial or test environment similar to Arnold Engineering Development Complex (AEDC). Outline your typical process for managing milestones such as Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), and Readiness Reviews (RR).
• Fabrication and Integration: Summarize your approach to developing a fully functional liners for cyrovacuum chambers, from design and fabrication to installation and testing.
Outline your typical process for managing milestones.
• Test and Integrate: Summarize your approach to testing and integrating the liner for a cyrovacuum chamber to verify operation and performance. Outline your typical process for managing testing and commissioning afocal relay optics.
• Data Deliverables: Describe the typical reports and data you provide for a project of this scope, including design documentation, test reports, training, operational and maintenance manuals. Give examples of key deliverables such as Operational Drawings (P&IDs, Schematics), Installation Plans, Manufacturing Plans, Failure Modes and Effects Analysis (FMEA), and System Test Plans.
Budgetary & Timeline Information:
Please provide the following budgetary estimates and acknowledge the required need dates:
• A budgetary price for a business process prototype for this project, which may consist of project management elements, a finalized developed statement of work, etc.
• A budgetary price for the actual execution of the full project, understanding the anticipated delivery no later than FY27Q4.
10 U.S.C. 4022 - Appropriate Use of Authority:
Provide a brief overview of how your company anticipates satisfying the "Appropriate Use of Authority" requirement as defined in 10 U.S.C. 4022(d)(1)(A)-(C). Specifically, indicate which of the following criteria (A, B, or C) your company intends to leverage and provide a brief rationale for your selection:
(A) There is at least one nontraditional defense contractor or nonprofit research institution participating to a significant extent in the prototype project.
(B) All significant participants in the transaction other than the Federal Government are small businesses (including small businesses participating in a program described under section 9 of the Small Business Act (15 U.S.C. 638)) or nontraditional defense contractors.
(C) At least one-third of the total cost of the prototype project is to be paid out of funds provided by sources other than the Federal Government.
NIST SP 800-171, Distro D Information, and Joint Certification Program (JCP):
This project requires adherence to NIST SP 800-171 and JCP. To understand the technical performance parameters necessary to meet this requirement, you may request access to documents marked as Distribution D.
To request these documents, and before you can receive them, your company must undergo a NIST SP 800-171 and JCP compliance vetting process. Please provide your company's CAGE code to the Agreements Officer, who will then validate your organization's NIST SP 800-171 compliance and JCP active status.
Important: Distribution D attachments will be released only after the successful validation of your company's NIST SP 800-171 compliance and JCP active status. Failure to meet this requirement will prevent access to this critical project information.
