About this opportunity

The Defense Health Agency is conducting market research for the procurement of cryoplateable hepatocytes to support viral disease research at the Walter Reed Army Institute of Research (WRAIR) Viral Diseases Program. This Request for Information seeks prime contractors capable of providing specialized human and monkey hepatocytes that meet stringent viability and infectivity requirements, including 75% viability when thawed and the ability to support malaria liver-stage and flavivirus infections. The hepatocytes must be delivered in liquid nitrogen cryoshippers maintaining temperatures of -150°C or colder, with each lot undergoing in-house evaluation by WRAIR's Integrated Pathogen Therapeutics Department to assess plateability and infectivity. Vendors must submit capability statements limited to 5 pages via email to specified government contacts by 10:00 AM EST on July 14, 2025. This RFI is issued solely for information and planning purposes and does not constitute a solicitation, with responses not forming binding contracts.

No set-aside designation applies to this opportunity, making it open to all qualified contractors. The procurement will operate under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract structure with a five-year ordering period from December 15, 2025, to December 14, 2030. The government requires up to 250 vials per year of monkey hepatocytes and 100 vials per year of human hepatocytes, with quarterly shipments planned throughout the contract period. Specific donor requirements include a minimum of 100 vials from a single donor and hepatocytes from at least 5 different monkey donors. While no contract values or budget ranges are specified in this market research phase, the multi-year commitment and specialized nature of these biological products suggest a substantial procurement opportunity for qualified biotechnology manufacturers.
