About this opportunity
The Mississippi Army National Guard Combat Readiness Training Center (via the Mississippi Air National Guard) seeks supply, delivery, and installation of a base paging system, with proposals due September 15, 2026 at 1:00 PM CST. This is a total small business set-aside under NAICS 238210 with a $19 million size standard. Funds are currently available.
Place of performance is Gulfport, MS 39507. An optional site survey is scheduled for September 2, 2026 at 0900 CST; vendors must respond by August 31, 2026 if attending. Delivery and installation must be completed within fourteen consecutive calendar days from project start, with overall completion by December 31, 2026. FOB point is Destination.
The procurement requires a complete IP-based paging system to replace an obsolete analog system. The contractor must furnish all labor, materials, equipment, and expertise to remove legacy components and install a COTS IP-based head-end server, ceiling speakers, wall-mounted speakers, indoor and outdoor speaker horns (IP66 or better rated), and active network infrastructure including PoE switches, patch panels, Category 6/6a cabling, and transceivers. The system must integrate with the existing outdoor siren system and the Government's Cisco Unified Communications Manager to allow standard desk phones to initiate paging. The contractor is responsible for network design and deployment; the Government provides only physical passive inter-building pathway connectivity. All hardware and software must comply with DoD Approved Products List, Trade Agreements Act, and NDAA Section 889 requirements, excluding equipment from Huawei, ZTE, Hytera, Hikvision, and Dahua. Testing must verify 100% audio intelligibility to all endpoints, zone paging execution, and simultaneous base-wide alert capability. Deliverables include as-built drawings, compliance certifications, software licensing documentation, and on-site training for up to eight Government personnel.
The procurement consists of two contract line items: supply and delivery (CLIN0001) and installation services (CLIN0002). Award will be made on a best value basis; multiple awards will not be made. Quote expiration must be valid for 60 days. Points of contact are James Nelson (james.nelson.78@us.af.mil, 228-214-6072) and MSgt. Andrew Cates (andrew.cates.2@us.af.mil, 228-214-6157). An attachment detailing speaker count across 28 buildings was added September 3, 2026.
