About this opportunity
The Department of the Navy Naval Facilities Engineering Command awarded contract N39430-26-C-2001 to the National Institute of Building Sciences on July 20, 2026, for development of criteria, standards, tools, and planning documentation to establish Industrialized Construction as a functional capability for the U.S. Navy, with a contract value of $19,697,634.05.
The 24-month Firm Fixed Price contract covers development of a strategic IC roadmap, digital implementation tools, stakeholder coordination, and organizational change management to integrate Industrialized Construction and Alternative Construction Methods into NAVFAC competencies and reduce Military Construction project costs and timelines. This sole-source award was made under 10 U.S.C. 3204(a)(5) and 12 U.S.C. 1701j-2, citing NIBS's congressionally authorized status. Market research identified three interested commercial firms—Begini Howard Private Equity, Prairie Brand Construction Inc., and Tetra Tech Inc.—but determined none possessed the integrated capabilities required for high-level roadmap development, digital tool engineering, and consensus-based industry transformation. NAVFAC EXWC, Port Hueneme, California, is the contracting activity. The J&A will be posted on SAM.gov within 14 days.
