About this opportunity
The Bureau of Indian Affairs Central Office is seeking competitive proposals for construction services related to the CRIP MC Checks and Lateral 73 Construction project, which involves rehabilitation and replacement of irrigation check structures and associated infrastructure on the Colorado River Irrigation Project in Arizona. The contract requires comprehensive construction expertise encompassing concrete rehabilitation, radial and lateral gate installation, electrical transmission and distribution modifications, and irrigation system improvements across five contract line items. Evaluation will be conducted using the Economical Lowest Price Technically Acceptable (LPTA) method, with the lowest-priced technically acceptable proposal selected without discussions unless the Government determines discussions are necessary. Proposals must address technical approach, key personnel qualifications and management structure, proposed schedule, relevant past performance on similar projects within the past ten years, and small business participation plans, with technical proposals limited to 75 pages. The deadline for proposal submission was extended to March 18, 2026, at 12:00 P.M. Eastern Time, with a 60-day proposal acceptance period following the deadline. However, Amendment 0005 issued on February 26, 2026, canceled the solicitation in its entirety.
This is a full and open competitive acquisition with no set-aside designations. The estimated project cost ranges between $18,000,000 and $22,000,000, with a firm fixed-price contract structure. The contractor must commence work within 30 calendar days of award and complete all construction within 750 calendar days, with liquidated damages of $2,043.00 per calendar day for delays beyond the contract completion date. Performance and payment bonds are required within 14 calendar days of award, with bid guarantees of 20 percent of the bid price or $3,000,000 (whichever is less). The work encompasses four primary locations on the Colorado River Irrigation Project in La Paz County, Arizona, including MC185 and MC270 rehabilitation, MC420 check replacement with new canal realignment and electrical transmission modifications, and Lateral 73-36 Check 1 replacement, with major work activities scheduled across 2026-2028 including temporary bypass activation by September 2026, structure installations during January 2027 and 2028 dry-up periods, and final project completion by February 2028.
