About this opportunity
The Federal Housing Finance Agency (FHFA) has issued a Special Notice announcing its intent to award a sole source purchase order to Milliman, Inc. for a Credit Risk Transactions (CRT) Analytics Tool. The sole source award will be made under FAR 13.106-1(b)(2) for "Soliciting from a single source" with a base year performance period from April 1, 2025, through March 31, 2026, and the potential for four additional optional years. The procurement is for a Commercial Off-The-Shelf (COTS) analytics tool designed to help FHFA execute its oversight responsibilities and support executive decision-making for CRT programs. Milliman's product is identified as the only known solution that can fully meet FHFA's specific requirements. The contract will be structured as a mixed firm-fixed price and labor-hour purchase order.
The Special Notice invites interested contractors to submit capability statements demonstrating their ability to provide comparable services to Milliman's CRT analytics tool. Responses must be submitted electronically to Jennifer.Sellers@fhfa.gov no later than January 17, 2025, and must include clear, compelling evidence of the vendor's capabilities. The government will review all submissions and retains sole discretion in determining whether to compete the contract action. The applicable NAICS code is 561450 (Credit Bureaus) with a small business size standard of $41,000,000. Contractors should be aware that this is not a formal solicitation or request for quotations, and no additional information will be sought if the initial submission is insufficient. The government will not be responsible for any costs associated with preparing responses, and the evaluation will focus strictly on determining whether alternative sources exist that can meet the agency's specific requirements.
