About this opportunity

The National Transportation Safety Board (NTSB) Office of Research and Engineering's Vehicle Recorder Division (RE-40) has issued a Request for Information (RFI) to identify commercial off-the-shelf (COTS) software solutions that could replace its existing Crash Investigation & Data Event Recovery (CIDER) software. The agency seeks a comprehensive software solution with capabilities including flight data recorder readout, data processing, animation, image processing, multi-source data correlation, user authentication, and version control across various transportation modes including aviation, rail, and marine. The software must be delivered as Software as a Service (SaaS) or hosted in a FedRamp-authorized environment, comply with Section 508 accessibility requirements, and include migration of all legacy data from the current system. Interested parties must submit PDF responses via email to bryan.moy@ntsb.gov by July 9, 2025, including administrative information, capability statements, business type classification, and a 10-page technical section addressing the Statement of Objectives. This RFI is strictly for information-gathering purposes and does not constitute a commitment to procurement or promise of future solicitation.

This opportunity does not include any set-aside designations and is open to all qualified vendors. The incumbent contractor for the existing CIDER system is General Dynamics Information Technology, Inc., and the NTSB has indicated they would consider the incumbent along with other potential respondents if a future Request for Proposal is issued. The agency currently maintains over 2,200 case files that would require migration to any new system, with an anticipated small user base of approximately 15-20 people. The NTSB has not yet established a specific budget, procurement timeline, or implementation timeline for this potential procurement, as they are currently in an exploratory phase. The agency is seeking insights into potential pricing models, implementation costs, and ongoing maintenance expenses from the vendor community.
