About this opportunity

Naval Air Systems Command anticipates soliciting test and evaluation services for three radiators (Part No. 5101908, NIIN 01-478-8141) supporting the COMFRC Aviation Support Equipment program, with responses due by May 22, 2026. This opportunity is set aside for Total Small Business.

Work shall be performed at the contractor's facility. The contractor will conduct inspection, teardown, remanufacture, reassembly, and repair of three radiators to Original Equipment Manufacturer standard, with a Certificate of Conformance required for each unit stating repair compliance with manufacturer specifications. Evaluation work includes wash, flush, and pressure test (14–17 psi for 4.5 hours with zero leaks acceptance criterion), corrosion removal, and application of corrosion resistance primer and gloss black paint suitable for saltwater environments. The radiator core dimensions are 40 inches in height, 33.5 inches in width, and 5 inches in thickness with top and bottom flanges. Known issues include corrosion buildup inside enclosed top and bottom tanks requiring attention during recore operations, which include blasting tanks, replacing the top filler neck, and assembling with new gaskets and bolts. The contractor must obtain OEM specifications and drawings independently; the Government will not provide them. Initial pricing shall cover test and evaluation of three radiators plus return shipping; repair pricing will be quoted after inspection. Completion is measured 90 days from contract award (September 28, 2026 target). COMFRC Aviation Support Equipment Solomons is responsible for shipping units to the contractor.
