About this file
This is a Questions and Answers document addressing offeror inquiries regarding the test and evaluation of Radiator Part No. 5101908 (NIIN 01-478-8141).
The Government will not provide OEM specifications or drawings for the radiator, placing responsibility on offerors to obtain such documentation independently. The pressure test requirement specifies 14-17 psi for 4.5 hours with no leaks as the acceptance criterion. For corrosion control and finish, offerors must apply a corrosion resistance primer and gloss black paint suitable for saltwater environments. Offerors should submit pricing only for test and evaluation of three radiators plus return shipping at the initial quote stage; repair pricing will be provided after inspection. The test and evaluation completion date of September 28, 2026, is measured from the contract award date, not from the contractor's receipt of units. The Government has identified corrosion buildup inside the enclosed top and bottom tanks as a known issue requiring attention.
The radiator core dimensions are 40 inches in height, 33.5 inches in width, and 5 inches in thickness, with flanges on the top and bottom. A recore operation includes blasting the top and bottom tanks, replacing the top filler neck, painting the complete assembly with corrosion resistance black paint, and assembling with new gaskets and bolts.
