About this opportunity
The Federal Communications Commission has published a sole source justification notice for a contract awarded to FiscalNote to provide CQ Roll Call and State Tracking services for congressional and legislative monitoring. The services include CQ Legislative Tracking (Advanced) with news, U.S. Federal Legislative Tracking, CQ Magazine PDF, Budget Tracker Newsletter for 25 users, FiscalNote's U.S. State Legislation & Regulation service for 30 users, and CQ AI Generated Transcripts for 3 users. The FCC justified the sole source procurement under FAR 6.302-1, stating that CQ Roll Call is uniquely positioned as the premier source of congressional news and legislative tracking, and no alternative source can provide the same comprehensive coverage needed by the agency. The contract was awarded to FiscalNote on July 22, 2025, with a total value of $599,442.20 over the potential five-year period, consisting of a base period from August 16, 2025, to August 15, 2026, priced at $119,888.44, plus four additional 12-month option periods each valued at the same amount. The FCC emphasized that losing access to CQ Roll Call would significantly limit the agency's resources for Capitol Hill matters and make it exponentially harder to obtain necessary information about congressional activities.
Notice text
The Federal Communications Commission (FCC) intends to award a sole source contract to FiscalNote to continue on-line services for the following: CQ Legislative Tracking (Advanced) +News, U.S. Federal - Legislative Tracking – Advanced, News & Schedules, CQ Magazine - PDF - Add-on, Budget Tracker – Newsletter. Services also includes: FiscalNote - U.S. State - Legislation & Regulation - All States and CQ AI Generated Transcripts. CQ Roll Call, along with the rest of CQ.com, is owned and operated by FiscalNote, a leading provider of political and business risk solutions. CQ Roll is currently in use at the FCC and another reporting source will not work in providing coverage to encompass CQ’s State Tracker, for legislative histories and congressional research. Losing CQ would limit the Agency’s resources on matters that relate to Capitol Hill and it would make it exponentially harder for the agency to obtain the information needed about acts of Congress. The period of performance for the proposed contract action is a base period (08/16/2025 – 08/15/2026) plus four (4) twelve-month option periods. Pursuant to FAR 6.302-1 - 41 U.S.C. 3304(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This is a notice of the intent to award a sole source contract action. It is published for informational purposes only and is NOT a request for proposal or quote. Any challenges to this requirement must be in writing and shall include sufficient information to enable the government’s needs as stated herein. No responses to this special notice are anticipated. Any questions or comments shall be addressed to Ms. Priscilla Cruz at priscilla.cruz@fcc.gov.
