CQ Roll Call, along with the rest of CQ.com, is owned and operated by FiscalNote, a leading provider of political and business risk solutions. Roll Call is the premier source of timely news, objective facts and analysis, and coverage of elections and the politics of legislation. It keeps its fingers on the pulse of the legislative process and gives readers the tools they need to maximize their influence. It is the ultimate insider, and their unmatched network of relationships and expertise has powered the productivity of those who rely on it since 1955.From Capitol Hill hearing rooms to campaign war rooms, from the White House to the House and Senate floors, Roll Call covers Congress, inside and out.
Roll Call has earned a reputation for delivering comprehensive, accurate and objective congressional reporting. It helps patron track and understand the people, the politics and the process—and how these forces affect patron interests.
Roll Call’s readers span the policy-making arena. From congressional offices and federal departments and agencies to major corporations, leading associations, law and lobbying firms, media, and academia, CQ serves the people and institutions that make and shape public policy.
Fiscal Note is the Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
This Justification for Other Than Full and Open Competition will be made publicly available within 14 days after award in accordance with FAR 6.305.
In accordance with FAR 15.404-1(b)(2), the Contracting Officer will determine fair and reasonable pricing based on historical prices paid/awarded by the Government for similar products and services, comparison of published price lists, comparison to the Independent Government Estimate, or through any other analysis of data other than certified cost or pricing data.
Fiscal Note is the only one contractor who can fulfill the agency’s needs. As stated in Section 5 above, CQ Roll is the authoritative source for government agencies in order to track federal legislation and regulations. CQ has everything that policy professionals need to monitor and understand Congress, brief colleagues and stakeholders, and keep ahead of the latest policy developments.
CQ Roll is currently in use at the FCC and another reporting source will not work in providing coverage to encompass CQ’s State Tracker, for legislative histories and congressional research. Losing CQ would limit the Library’s resources on matters that relate to Capitol Hill and it would make it exponentially harder for the agency to obtain the information needed about acts of Congress. As the premier source of congressional news, legislative tracking, and advocacy services, CQ, with its Roll Call and State Tracker features, is the only media provider that connects policy professionals and opinion leaders with the information and tools they need to understand Congress.
Fiscal Note is the only one responsible source and no other services will satisfy agency requirements.
It is the intention of the Office of the Secretary to procure a subscription with full and open competition, whenever possible. In this case, it has been determined that procuring CQ Roll is in the best interest of the government.
However, the Office of the Secretary will continue to monitor and evaluate subscription services/capabilities of other manufacturers through market research. If a suitable subscription with a lower cost of operation can be found, an effort will be made for consideration in future requirements. Until it is determined that the current subscription no longer meets the Office of the Secretary requirements, CQ Roll must continue to be procured from Fiscal Note, which is the only responsible source.
