About this opportunity
Paragraph 1:
The Department of the Navy, Office of Naval Research, is seeking to procure a Coupled Showerhead Metal Organic Chemical Vapor Deposition (CCS MOCVD) System. This system will be used for the deposition of two-dimensional (2D) materials such as graphene, boron nitride, and transition metal dichalcogenides, as well as III-V compound semiconductors like GaN, onto semiconductor wafers like sapphire and silicon. The government intends to solicit and negotiate with only one source, Aixtron Inc., under the authority of FAR 13.501, as the Aixtron CCS MOCVD system demonstrates unique capabilities for the direct deposition of high-quality 2D materials. Responses to the Notice of Intent must provide clear and convincing evidence that competition would be advantageous to the government. The Response Date is 14-June-2024, and the Point of Contact is Michael Broomfield.
Paragraph 2:
This procurement is not set-aside for any specific business type. The government has not identified any potential incumbents or current contractors. The contract will be a firm fixed-price Purchase Order to acquire the CCS MOCVD system from Aixtron Inc., but the government has not provided any specific details on the award value or budget range. The Notice of Intent does not specify the quantity of goods or timeline for services.

Title: Procurement of Aixtron Inc Coupled Showerhead Metal Organic Chemical Vapor Deposition (CCS MOCVD) System
Classification Code: 66 – Instruments & Laboratory Equipment
PSC: 6695
NAICS Code: 334516 Analytical Laboratory Instrument Manufacturing
Response Date: 14-June-2024
Primary POC: Michael Broomfield
Description:
This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.
This is for a new acquisition from Aixtron Inc for a firm fixed price Purchase Order to acquire a Close-Coupled Showerhead Metal Organic Chemical Vapor Deposition (CCS MOCVD) System for deposition of two dimensional (2D) materials such as graphene, boron nitride and transition metal dichalcogenide materials and their heterostructures onto semiconductor wafers such as sapphire and silicon. In addition, the MOCVD technology is used for deposition of III-V compound semiconductors such as GaN that may allow for future 2D/III-V compunds material integration. This will allow for development of new materials and may open new application opportunities. The proposed Purchase Order is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501.
Aixtron CCS MOCVD system provides unprecedented capabilities for process control and demonstrated direct 2D materials growth on silicon and sapphire substrates. Deposition of high quality two dimensional (2D) materials such as graphene, boron nitride and transition metal dichalcogenide materials and their heterostructures onto semiconductor wafers such as sapphire and silicon is a unique capability demonstared solely by the Aixtro system. Typically, 2D materials are grown on Cu foils and a transfer process to silicon and sapphire is required. The transfer introduces defects and deteriorates materials' properties.
All responsible sources may submit a capability statement, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed Purchase Order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
Please reference this Notice of Intent number on your correspondence and in the subject line of your e-mail.
IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the Government to issue any solicitations, make any award or awards, or to be responsible for any monies expended by any interested parties before award of a contract modification for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for award of a contract. No telephone responses will be accepted. Point of contact for this synopsis is Michael Broomfield. Responses to this synopsis should be sent to michael.h.broomfield.civ@us.navy.mil.
