DLA seeks 8.5 million yards across two National Stock Numbers: 500,000 yards of Olive Drab CARC webbing (NSN 8305-00-264-2088) and 8 million yards of Natural color webbing (NSN 8305-00-268-2411), both conforming to Parachute Industry Association specification PIA-T-5661D. All material must be U.S.-produced unless DFARS Berry Amendment exceptions apply. Delivery is scheduled over 10 months with monthly deliveries to Arizona Industries for the Blind in Phoenix, Arizona on FOB Destination basis with inspection and acceptance at destination.
Webbing specifications require plain weave construction, 0.25-inch width with 0.03-inch tolerance, maximum 0.11 ounces per linear yard, and minimum 80 pounds breaking strength. Standard packaging is 10,010 yards per roll (no more than 3 pieces, each at least 5 yards long) or 50010 yards on spools for widths ≤0.5 inch. For contracts exceeding $100,000, physical testing is required within 90 days, submitted to DLA Product Test Center - Analytical. Colored variants require shade sampling using AATCC Evaluation Procedure 9 with D65 illuminant. All packaging conforms to MIL-STD-2073-1E, MIL-STD-129R, and MIL-STD-147E; wood packaging must meet ISPM 15 standards.
DLA will use Best Value Trade-Off Source Selection Procedures with evaluation criteria of Price, Past Performance, and Small Business Participation (if unrestricted) or Price and Past Performance (if Small Business Set-Aside applies). The market research survey requests production capacity data, pricing at minimum/optimal/maximum rates, 120-day initial lead time confirmation, and price stability analysis. Responses remain confidential; non-response indicates non-interest.
