About this opportunity

The Defense Health Agency is procuring a Cost-Per-Reportable-Result (CPRR) Automated Urinalysis System for Naval Medical Center Portsmouth through a Firm Fixed Price supply contract under FAR Part 12 (Commercial Items) and Part 13 (Simplified Acquisition Procedures). The requirement involves providing a sophisticated fully automated urinalysis platform capable of processing 200 chemistry and 100 microscopic samples per hour, including all necessary equipment, reagents, consumables, training, and maintenance services. The system must feature FDA-approved methodologies, automated particle imaging with AI-driven classification, digital imaging capabilities, and integration with the DOD Laboratory Information System (MHS Genesis). Evaluation will prioritize technical capabilities and past performance as significantly more important than price, assessing offerors on their ability to meet technical requirements, provide complete equipment and consumables lists, and demonstrate relevant past performance. Questions were due by August 27, 2025, at 3:00 PM EST, and quotes must be submitted by September 5, 2025, at 5:00 PM EST.

This solicitation is set aside for Women-Owned Small Business (WOSB) under NAICS code 334516, with no incumbent contractors identified in the documentation. The contract structure includes a base period of 12 months from October 2025 to September 2026, followed by four additional 12-month option periods extending through September 2030, plus a potential 6-month extension. The annual testing volume requirements specify 24,828 urine chemistry tests and 23,736 urine microscopic tests, totaling approximately 48,564 reportable results annually over the contract's potential five-and-a-half-year duration. While specific dollar values are not disclosed in the pricing worksheets, the contract will cover all equipment, consumables, maintenance, and training costs based on the Cost-Per-Reportable-Result model. Performance will take place at Naval Medical Center Portsmouth, Virginia, where the system must fit within the existing analyzer space of approximately 10 feet by 8 feet.
