This is a 100% small business set-aside (NAICS 333998, 700-employee size standard).

Filters must be three-stage HEPA filters designed to remove overspray particulates, particularly chromates, and must comply with NESHAP Test Method 319, 40 CFR 63, and MACT standards. The requirement derives from Permit 1770-RV3, which mandates filter replacement every five years under the Federal Clean Air Act Section 12(b). Specific part numbers, types, manufacturers, and quantities for all Stage 1 and Stage 2 filters are detailed in Table 1 of the solicitation. Removal and installation services are excluded from scope. Delivery is F.O.B. Destination to Kirtland AFB. Quotes must remain valid through July 31, 2026. Questions were due June 12.
CLIN 0005 specifies custom-cut CPA MEDIA filtration material (110 inches by 75 feet, quantity 4) that may be sourced from alternative manufacturers meeting specified performance standards; Global Finishing Solutions was referenced but is not a sole source.
Evaluation employs two factors: Technical Acceptability (acceptable/unacceptable) and Price (fair and reasonable). The government will evaluate the lowest-priced offer first for technical acceptability, proceeding through offers in ascending price order until identifying one technically acceptable. Award constitutes a binding contract. Contracting Officer Rachel Copeland and Julia Kirby (Points of Contact) are available for inquiries.
