About this opportunity
The Department of Agriculture's Animal and Plant Health Inspection Service seeks design, build, and installation of a new automated cotton sample conveyance system for its Corpus Christi Cotton Classifying Facility, with quotations due June 23 (extended from June 16). This is an unrestricted procurement with no small business set-aside, issued as a Request for Quotation under FAR Part 12 commercial items procedures.
Place of performance is Corpus Christi, Texas (3545 Twin River Boulevard, Corpus Christi, TX 78410). The NAICS code is 333922, Conveyor and Conveying Equipment Manufacturing, with a size standard of 500 employees.
The Statement of Work requires a complete turnkey system comprising two fully automated parallel conveyor systems with integrated components: custom ABS plastic containers, RFID read/write capability (29 heads per system), electronic scales (0–20 grams), Zebra printers for bale ID tags, Rapid Conditioning Units, and automated air-slide gate collection systems. The system must achieve 30 containers per minute total throughput (3 per minute per HVI workstation), maintain 120-second conditioning time, and operate 24/7 in a high lint and dust environment. Installation, integration, and commissioning are due March 31, 2027. The contract structure is a five-year firm fixed-price IDIQ: removal of the existing system (CLIN 0001), design and build (CLIN 0002), installation and testing (CLIN 0003), annual maintenance 2028–2031 (CLINs 0004–0007), and repairs as ordered (CLIN 0008). The contractor must provide monthly progress reports beginning one month after award and confirm procurement of all long-lead materials by August 1, 2026. Maintenance includes annual pre-season controls tune-up and post-season electro-mechanical preventive maintenance, each requiring three consecutive working days by qualified technicians.
Award is made to the highest technically rated offeror with fair and reasonable pricing and acceptable or neutral past performance; award is not necessarily to the lowest-priced offeror. Questions were due June 4. Contact Jeremy Pouliot at 612-336-3204 or jeremy.pouliot@usda.gov; site visits may be arranged through Donna Purvis at donna.puvis@usda.gov or 361-241-4001.
