About this opportunity
The Department of Defense, through the U.S. Army Combat Capabilities Development Command - Chemical Biological Center (DEVCOM CBC) and Army Contracting Command - Rock Island (ACC-RI), has published a Special Notice regarding the Cornerstone Other Transaction Agreement (OTA) CS-26-1501. This notice announces the intent to issue a competitive Cornerstone Initiative Request (CIR) for the development of a 40mm Counter Unmanned Aerial System (CUAS). The Cornerstone OTA is a broad-based public-private consortium designed to strengthen the U.S. manufacturing and defense industrial base in alignment with Presidential Executive Order 13806. The CIR is expected to be issued on or after November 25, 2025, with proposals due approximately 30 calendar days after issuance. This opportunity is classified under NAICS 332993 (Ammunition Manufacturing) and PSC 1310 (Ammunition, Over 30mm Up To 75mm).
The objective of this effort is to develop an integrated system that incorporates advanced proximity sensing fuze technology into programmable air burst cartridges for the MK19 grenade launcher to counter small unmanned aerial system threats. The system must encompass detection, tracking, targeting, and defeat functionalities while maintaining seamless integration with existing Army weapon platforms, fire control systems, and remote weapon stations. Participation in this CIR is restricted exclusively to current Cornerstone consortium members, and contractors must possess a Secret Facility Security Clearance. The acquisition will follow a two-phase approach beginning with whitepaper submissions, followed by oral presentations and technical question sessions with a Government panel for down-selected offerors. The period of performance is up to 48 months for the prototype development phase, with the potential for a non-competitive follow-on production OTA award upon successful completion.
Notice text
U.S. Army Combat Capabilities Development Command – Chemical Biological Center (DEVCOM CBC), Rock Island, IL, on behalf of the Office of the Secretary of Defense, Office of the Assistant Secretary of Defense for Industrial Base Policy via its Innovation Capability and Modernization Program (10 U.S.C. § 4817), in conjunction with Army Contracting Command – Rock Island (ACC-RI), manages the Cornerstone Other Transaction Agreement (OTA), in accordance with 10 U.S.C. § 4022. Cornerstone was architected to create a broad-based, flexible and enduring public-private consortium focused on strategic strengthening of the U.S. Manufacturing and Defense Industrial Base and provide a strong complement to the mandates in Presidential Executive Order 13806.
ACC-RI, on behalf of DEVCOM CBC, intends to issue a competitive Cornerstone Initiative Request (CIR) for 40mm Counter Unmanned Aerial System (CUAS) on or after 25 November 2025, with an estimated closing date of 30 calendar days after issuance. The CIR for this effort is restricted to Cornerstone consortium members.
The CIR will solicit whitepaper proposals for one (1) Expenditure-based OTA. After whitepaper submission, down-selected offerors will be required to brief an oral presentation and answer technical questions from a Government panel. Period of performance will be up to 48 months. A non-competitive follow-on production OT may be awarded following a successful prototype.
The objective of this effort is to integrate advanced proximity sensing fuze technology into programmable air burst cartridges for the MK19 grenade launcher, establishing a comprehensive system-level solution for countering small UAS threats for the Army. This necessitates the development of a fully integrated system encompassing detection, tracking, targeting, and defeat functionalities, crucially including seamless integration with existing weapon platforms, fire control systems, and remote weapon stations.
A Secret Facility Security Clearance is required.
Any OT awarded as a result of this initiative will incorporate revised FAR clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment, dated Aug 2020.
The CIR for 40mm CUAS will be communicated to the Cornerstone consortium and companies with pending applications via email. Entities are required to have begun the membership process for their proposal to be reviewed. Entities must be members of the Cornerstone consortium, with a signed Cornerstone Consortium Management Agreement, to be awarded this OTA task.
