About this opportunity

The Army Contracting Command - Rock Island (ACC-RI), on behalf of U.S. Army Combat Capabilities Development Command - Chemical Biological Center (DEVCOM CBC) and in conjunction with the Office of the Assistant Secretary of Defense for Industrial Base Policy, has published a Special Notice regarding a Cornerstone Initiative Request (CIR) for ferrous and non-ferrous alloy melt capacity. This competitive solicitation is being issued under the Cornerstone Other Transaction Agreement (OTA) program, which operates as a flexible public-private consortium designed to strengthen the U.S. manufacturing and defense industrial base. The notice was posted on January 26, 2026, with a preliminary due date of February 6, 2026, and the CIR is expected to be officially released on or after February 9, 2026. This initiative aligns with the mandates outlined in Presidential Executive Order 13806 and leverages the authority provided under 10 U.S.C. 4022 and 4817.

The primary objective of this CIR is to establish domestic melt and remelt capabilities that address current supply chain inadequacies by achieving a combined annual capacity of 30,000 metric tons of non-ferrous and ferrous primary melt output, along with at least 14,000 metric tons of non-ferrous and 30,000 metric tons of ferrous remelt output annually. Participation in this solicitation is restricted exclusively to existing Cornerstone consortium members, and interested contractors must submit proposals by the estimated closing date of approximately 30 calendar days after the CIR's official issuance. The awarded OTA will provide expenditure-based funding with incremental payments upon completion of specific milestones over an estimated 60-month period of performance. A non-competitive follow-on production OTA may be available following successful completion of the prototype phase, and all awarded agreements will incorporate applicable Federal Acquisition Regulation clauses, including prohibitions on certain telecommunications and video contracting.
