About this opportunity
The Department of Health and Human Services Indian Health Service (Phoenix Area) issued a restricted-competition RFQ for Core Strengths / Strength Deployment Inventory (SDI) 2.0 platform subscription, assessment credits, and associated services, with quotations due August 21, 2026 at 2:00 PM Arizona Time. The Government has restricted competition based on market research documenting that only one responsible source—Crucial Learning—can satisfy the requirement; however, any vendor holding current OEM authorization to provide the complete SDI 2.0 offering may submit documentation of authorization and capability by the due date for Government reconsideration. The three-year firm-fixed-price purchase order covers one Business Plan subscription supporting up to 2,500 members, 2,633 SDI assessment credits (available immediately upon activation, with unused credits remaining available beyond the subscription period), electronic assessment administration and participant profile management, reporting and team tools, training materials, and customer and administrator support throughout the 36-month term. Performance is entirely electronic, delivered to authorized users across ten Phoenix Area locations in Arizona, Utah, Nevada, and California, including remote and telework users. Contractor must provide administrative access and setup within 10 business days of order and full platform enablement within 45 calendar days. All quoted prices must be firm and all-inclusive of direct and indirect costs, licensing, support, and profit. The Government will evaluate quotations on technical conformance to the Performance Work Statement, price reasonableness, and contractor responsibility.
Notice text
RESTRICTED COMPETITION NOTICE
This RFQ is issued using the simplified procedures for commercial products and commercial services under RFO FAR Part 12. In accordance with RFO FAR 12.102(a), the Government has documented its decision to restrict competition based on market research establishing that only one responsible source is available to satisfy the requirement.
Based on the documented market research, the Government intends to award a firm-fixed-price purchase order to Crucial Learning for the required SDI 2.0 platform subscription, assessment credits, licensing, and associated services, provided its quotation conforms to the solicitation requirements, the price is determined fair and reasonable, and all other pre-award requirements are satisfied.
Any source that believes it is currently authorized by the OEM to provide the complete SDI 2.0 requirement to Phoenix Area IHS may submit documentation demonstrating such authorization and capability by the quotation due date. The Government will evaluate any timely information received and, if warranted, reconsider the restriction to competition.
