About this file

This is a Request for Quotations (RFQ) issued by the Phoenix Area Indian Health Service (PAIHS), a component of the Department of Health and Human Services Indian Health Service, for a three-year firm-fixed-price purchase order covering the Core Strengths/Strength Deployment Inventory (SDI) 2.0 platform and associated services. The solicitation number is PHX-SS-26-015, with quotations due by August 21, 2026 at 2:00 PM Arizona Time. This is a restricted competition acquisition conducted under RFO FAR Part 12 (Commercial Products and Services) based on market research establishing that only one responsible source—Crucial Learning—is available to satisfy the requirement. However, any source claiming current authorization by the Original Equipment Manufacturer to provide the complete SDI 2.0 requirement may submit documentation to potentially reconsider the restriction.

The Government seeks a single purchase order covering a 36-month subscription period with no option periods. The Contractor must provide: (1) one three-year SDI/Core Strengths Business Plan subscription/licensure for up to 2,500 members; (2) 2,633 SDI 2.0 assessment credits made available immediately upon platform activation; (3) electronic assessment administration, participant profile management, reporting, team tools, and consolidated analysis capabilities; (4) SDI-related user guides, job aids, and training materials; and (5) customer and administrator support throughout the 36-month period. Unused assessment credits shall not expire and must remain available for Government use beyond the subscription period. The pricing schedule requires firm-fixed pricing for two Contract Line Items: the 36-month subscription/licensure (1 lot) and 2,633 assessment credits (each unit). All quoted prices must include direct and indirect costs, licensing charges, support, and profit. The Government will evaluate quotations based on technical conformance to the Performance Work Statement, price reasonableness, and contractor responsibility and eligibility. Performance is primarily electronic, with access provided to authorized PAIHS users throughout the service area, including remote/telework users.
