About this opportunity

The Internal Revenue Service (IRS) is seeking a contractor to support its Individual Master File (IMF) modernization initiative, which aims to replace its legacy tax processing system with a more contemporary technological platform. The procurement will focus on converting the existing IBM System/360 z/OS High Level Assembler programming language to a modern Java-based system, with specific emphasis on developing new core processing capabilities for taxpayer account management. Contractors must demonstrate extensive experience in Agile development methodologies, specifically the Scaled Agile Framework (SAFe), cloud infrastructure implementation, and technical expertise in converting legacy systems. The RFI responses are due by December 31, 2024, at 1:00 PM EST, with an anticipated solicitation release between March and April 2025. Evaluation criteria will likely prioritize vendors' technical capabilities in custom computer programming, legacy system modernization, and demonstrated past performance in similar government technology transformation projects.

The contract opportunity is currently designated as a Total Small Business set-aside under NAICS codes 541511 (Custom Computer Programming Services) and 541512 (Computer Systems Design Services). While specific contract value ranges are not disclosed, the comprehensive scope suggests a multi-year engagement with potentially significant funding, covering development, cybersecurity, environment integration, and modernization support services. The project timeline indicates a planned contract award by August 2025, with an initial focus on transitioning existing tax processing components and developing a modern data platform with enhanced reporting capabilities. Key technical requirements include expertise in Java development, cloud technologies, database modernization using MongoDB and PostgreSQL, and implementing microservices architecture. Contractors will be expected to provide specialized personnel capable of supporting mutual authentication, disaster recovery, security audit systems, and working within Federated Delivery Teams under a Release Manager's guidance.
